The government felt very uncomfortable, from the point of view of fairness and equity, in even saying it might change the law—and I think that's what I said at the time—given the fact that Air Canada made the argument that the law is there, the rules are there, so if there is to be, in effect, a takeover attempt, it should be done with the rules well known.
