7 (1) Notwithstanding any other provision of this Act, this Act does not apply in respect of a vessel, facility or aircraft that belongs to the Canadian Forces or a foreign military force or in respect of any other vessel, facility or aircraft that is under the command, control or direction of the Canadian Forces.

(Return tabled) Question No. 418 Mrs. Anne-Marie Day: With regard to social and environmental security in the Canadian Arctic and following such environmental disasters as the Exxon Valdez oil spill in Alaska and the explosion on the Deepwater Horizon drilling rig: (a) how many emergency response or contingency plans are currently in effect, (i) which departments are responsible for these plans, (ii) in the event that several departments are responsible for certain plans, what coordination measures have been introduced to implement them, (iii) have these plans been adapted to meet the conditions in the Canadian Arctic; (b) what is the total amount spent by the government on social and environmental security in the Canadian Arctic from 2004-2005 up to and including the current fiscal year; (c) what facilities exist and are currently available in Canada to deal with an environmental catastrophe such as an Arctic oil spill; (d) how many infrastructures such as roadways, airfields, staging areas, supply areas, medical facilities, ships, aircraft and kilometres of booms are currently available and ready for use in Canada; (e) what are the estimated response times for oil spills in the Canadian Arctic given the geographic isolation of the area; and (f) what is the total labour force that Canada can call on to take action in this region in the event of a disaster like an oil spill, (i) how many people in Canada are currently trained for this type of response and where is this training offered, (ii) how many search and rescue personnel are currently north of the 60th parallel?

A parliamentary inquiry has been conducted by Members of the Lithuanian Parliament, at which it was established that, at the initiative of an intelligence agency of a foreign state, premises in Lithuania had been equipped with detention facilities and aircraft connected with the United States Central Intelligence Agency (CIA), which had also been mentioned during the European Parliament inquiry on secret CIA flights in Europe, had on more than one occasion taken off and landed at Lithuanian airports.

Fourth, concerning ‘role and task sharing’, considers that positive examples exist in initiatives such as the French-Belgian cooperation in fighter pilot training, the UK-French agreement on the sharing of aircraft carriers, the French-German initiative on helicopter pilot training, or the Belgian-Dutch navy cooperation, where a number of national support structures are shared with the partner; highlights especially the opportunities in the area of education, training and exercises, and especially in sharing military academies, test and evaluation facilities and facilities for pilot training; in the case of some niche capabilities, considers role- and task-sharing the only viable way for most Member States to ensure access to some rare capabilities such as CBRN units or hospital aircraft;

(16d) ‘act of unlawful interference’ means an act or attempted act such as to jeopardise the safety of civil aviation and air transport, namely unlawful seizure of an aircraft in flight; unlawful seizure of an aircraft on the ground; hostage-taking on board aircraft or on aerodromes; forcible intrusion on board an aircraft, at an airport or on the premises of an aeronautical facility; introduction on board an aircraft or at an airport of a weapon or hazardous device or material intended for criminal purposes; communication of false information such as to jeopardise the safety of an aircraft in flight or on the ground, of passengers, crew, ground personnel or the general public, at an airport or on the premises of a civil aviation facility;
