In an area without controls at the internal borders of the Member States, a mechanism for determining responsibility for asylum applications lodged in the Member States was needed in order, on the one hand, to guarantee effective access to the procedures for determining refugee status and not to compromise the objective of the rapid processing of asylum applications and, on the other, to prevent abuse of asylum procedures in the form of multiple applications for asylum submitted by the same person in several Member States with the sole aim of extending his/her stay in the Member States.
Dans un espace dépourvu de contrôles aux frontières intérieures des États membres, un mécanisme de détermination de la responsabilité des demandes d’asile présentées dans les États membres était nécessaire afin, d’une part, de garantir un accès effectif aux procédures de détermination du statut de réfugié et de ne pas compromettre l’objectif de traitement rapide des demandes d’asile et, d’autre part, de prévenir tout abus des procédures d’asile sous la forme de demandes multiples présentées par la même personne dans plusieurs États membres dans le seul but de prolonger son séjour dans ces derniers.

(a) produce an agreement with the organisation responsible in the Member State concerned for the voluntary service scheme in which he/she is participating, giving a description of tasks, the conditions in which he/she is supervised in the performance of those tasks, his/her working hours, the resources available to cover his/her travel, subsistence, accommodation costs and pocket money throughout his/her stay and, if appropriate, the training he/she will receive to help him/her perform his/her service;

3. The benefits in kind referred to in Article 19(1) of Regulation (EC) No. 883/2004 shall refer to the benefits in kind that must be provided in the Member State of stay, in accordance with the latter's legislation, in order to ensure that an insured person is not obliged to return to his/her place of residence, before the planned end of his/her stay, in order to receive the treatment required by his/her state of health.
3. Les prestations en nature mentionnées à l'article 19, paragraphe 1, du règlement (CE) n° 883/2004 visent les prestations en nature qui doivent être servies dans l'État membre de séjour, selon la législation de ce dernier, afin que la personne assurée ne soit pas contrainte de rejoindre, avant le terme prévu pour son séjour, son lieu de résidence pour y recevoir le traitement que son état de santé nécessite.
