On the training side, Canada recently hosted a workshop, a tabletop exercise, under the aegis of the Global Initiative to Combat Nuclear Terrorism, GICNT, in Toronto, which was essentially practising as a tabletop exercise the response of the various government agencies, on all three levels of government in Canada, to a nuclear incident or, rather, a radiological incident — a terrorist exploding a dirty bomb in downtown Toronto.
