15. Calls, therefore, for Europe also to give visible political support to the actors in civil society, in associations and in religious life, and in particular to those political organisations which promote democracy by non-violent means, excluding sectarian, fundamentalist and extremist nationalist forces but including, where appropriate, secular actors and moderate Islamists- in particular secular Islamists -, whom Europe has encouraged to participate in the democratic process, thus striking a balance between culture-based perceptions and political pragmatism; believes that the success of such support critically depends on a thorough understanding of political and social structures and developments and the ability to act in accordance with local political dynamics; considers that inter-cultural dialogue can only be revived through the affirmation of a common and universal basis of human values which transcends dogmas and community allegiances, in accordance with the proposals on the dialogue of civilisations and with all UN initiatives on this subject;
15. demande en conséquence que l'Europe accorde également un soutien politique visible aux acteurs civils, associatifs et religieux, en particulier aux organisations politiques qui promeuvent la démocratie par la non-violence, à l'exception des forces sectaires fondamentalistes et d'un extrémisme nationaliste et en y incluant le cas échéant les laïcs et les islamistes modérés - y compris, en particulier, les laïcs islamistes - , que l'Europe a encouragés à participer au jeu démocratique, faisant ainsi la part des choses entre perceptions culturalistes et pragmatisme politique; estime que le succès d'un tel soutien dépendra essentiellement de la compréhension approfondie des structures et des développements politiques et sociaux, ainsi que de la capacité à agir selon les dynamiques politiques au niveau local; estime que la relance du dialogue interculturel passe par l'affirmation d'un dénominateur humaniste commun et universel qui transcende les dogmes et les communautarismes, conformément aux propositions sur le dialogue des civilisations et à toutes les initiatives des Nations unies en la matière;
