TRADUCTIONS EN CONTEXTE

Without prejudice to specific provisions concerning preferential trade arrangements under Regulation (EU) No 978/2012 of the European Parliament and of the Council (7) as well as other autonomous trade arrangements of the Union, it is necessary to lay down the main rules governing the trade arrangements applicable to processed agricultural products and non-Annex I goods resulting from the processing of agricultural products.
Sans préjudice des dispositions spécifiques relatives aux régimes d’échange préférentiels prévus par le règlement (UE) no 978/2012 du Parlement européen et du Conseil (7) et d’autres régimes commerciaux autonomes de l’Union, il est nécessaire de définir les principales règles régissant les régimes d’échange applicables aux produits agricoles transformés et aux marchandises hors annexe I résultant de la transformation de produits agricoles.

I therefore propose that the Annex to Protocol 1 to the Euro-Mediterranean Agreement, concerning the arrangements applicable to imports into the European Union of agricultural products, processed agricultural products and fish and fishery products originating in the State of Israel and the Annex to Protocol 2 to the Euro-Mediterranean Agreement, concerning the arrangements applicable to imports into the State of Israel of agricultural products, processed agricultural products and fish and fishery products originating in the European Union be replaced by Annex I and II respectively of this Agreement, with effect as of 1 January 2010.

Arrangements should be made for export refunds on certain agricultural products used in the manufacture of goods not covered by Annex I to the Treaty in order not to penalise producers of the said goods for the prices at which they are obliged to procure their supplies as a result of the common agricultural policy.
Un régime de restitution à l'exportation de certains produits agricoles mis en œuvre lors de la fabrication de marchandises non visées à l'annexe I du traité doit être prévu afin de ne pas pénaliser des producteurs desdites marchandises pour les prix auxquels ils doivent s'approvisionner comme conséquence de la politique agricole commune.

(b) If, during the application of this Annex, the ACP States request that new lines of agricultural production or agricultural products which are not the subject of specific arrangements when this Annex enters into force should benefit from such arrangements, the Community shall examine these requests in consultation with the ACP States.

2. For the purposes of paragraph 1, 'favourable tariff arrangement' means any reduction or suspension, even under a tariff quota, of a customs duty or charge having equivalent effect or of an agricultural levy or other import charge provided for under the common agricultural policy or under the specific arrangements applicable to certain goods resulting form the processing of agricultural products.
2. Au sens du paragraphe 1, on entend par « régime tarifaire favorable » toute réduction ou suspension, même dans le cadre d'un contingent tarifaire, tant d'un droit de douane ou d'une taxe d'effet équivalent que d'un prélèvement agricole ou d'une autre imposition à l'importation prévue dans le cadre de la politique agricole commune ou dans celui des régimes spécifiques applicables à certaines marchandises résultant de la transformation de produits agricoles.
