Since the objective of this Directive, namely to determine the conditions of entry and residence of third-country nationals for the purposes of research, studies, training and European Voluntary Service, as mandatory provisions, and pupil exchange, voluntary service other than the European Voluntary Service or au pairing, as optional provisions, cannot be sufficiently achieved by the Member States and can rather, by reason of its scale or effects, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 TEU.

This Regulation establishes a European Voluntary Humanitarian Aid Corps (‘the EU Aid Volunteers initiative’) as a framework for joint contributions from European volunteers to support and complement humanitarian aid in third countries.
