ESI Funds regulations for 2014-2020 have widened the scope of financial instruments to include all thematic objectives and all five European Structural and Investment Funds: the European Regional Development Fund (ERDF), the Cohesion Fund (CF), the European Social Fund (ESF), the European Agricultural Fund for Rural Development (EAFRD), and the European Maritime and Fisheries Fund (EMFF).

In accordance with the relevant provisions of the Fund-specific rules, to increase impact and effectiveness in a thematically coherent integrated approach a priority axis may concern more than one category of region, combine one or more complementary investment priorities from the ERDF, Cohesion Fund and ESF under one thematic objective and, in duly justified cases combine one or more complementary investment priorities from different thematic objectives in order to achieve the maximum contribution to that priority axis.

(4) Afin de répondre aux besoins spécifiques du FEDER, et conformément à la stratégie Europe 2020 selon laquelle la politique de cohésion doit contribuer à la nécessaire instauration d'une croissance intelligente, durable et inclusive, il importe de fixer, dans le cadre de chaque objectif thématique mentionné à l'article 9 du règlement (UE) n° [.]/2013 [RPDC], les actions spécifiques au FEDER qui constituent des priorités en matière d'investissement et définissent des objectifs détaillés, qui ne s'excluent pas mutuellement, et auxquelles le FEDER contribue .
