75. Is seriously concerned that some major sports events are being hosted by authoritarian states where human rights and fundamental freedoms violations occur; emphasises the need for awareness-raising campaigns among the general public concerning the need to ensure human rights provisions in regard to sports events, including the problem of forced prostitution and trafficking in human beings; calls for the EU and its Member States to engage with the UNHCR and other multilateral forums, as well as with national sports federations, corporate actors and civil society organisations to ensure full compliance with human rights in such events, including by being one of the determining awarding criteria for major international sports events; in this regard, pays particular attention to the upcoming FIFA World Cups in Russia in 2018 and Qatar in 2022, and the Olympic Games in Beijing in 2022;

a.Reaffirm the EU commitment to increase its focus on ESCR in EU’s external policy, including in its programming of external assistance, while also emphasizing that human rights are indivisible and interlinked, and that the strengthening of the ESCR dimension does not in any way reflect a weakening of existing commitments to Civil and Political Rights; emphasize the clear recognition of the human rights dimension in areas such as social policy, health, education, or standard of living; develop capacity building ensuring that all relevant EU and Member States staff as well as civil society actors, including social partners on the ground are informed of the international treaties related to economic, social and cultural rights, in particular those related to fundamental principles and rights at work (ILO fundamental conventions).

b.Develop and implement a policy to ensure that EU and EU MS support to military, police, border control and other security forces, including in the context of CSDP missions and operations, is in compliance with/contributes to the promotion, protection and enforcement of international human rights and international humanitarian law, and is consistent with the EU's human rights policies (Human Rights Due Diligence Policy).
b.Élaborer et mettre en œuvre une politique visant à faire en sorte que l’appui de l’UE et de ses EM à l’armée, à la police, aux gardes-frontières et aux autres forces de sécurité, notamment dans le cadre des missions et opérations relevant de la PSDC, soit conforme/contribue à la promotion, à la protection et à l’application du droit international relatif aux droits de l’homme et du droit humanitaire international et cadre avec les politiques de l’UE en matière de droits de l’homme (politique de vigilance en matière de droits de l’homme).

Thus renewed commitment is required to improve coherence in addressing human rights and integrating human rights considerations in all aspects of EU external action and in the external aspects of internal policies, building on the approach developed by the Commission to ensure the effective implementation of the Charter of Fundamental Rights by the EU.

20. Expresses its particular concern over the implementation of the commitment made in the Strategic Framework to ‘place human rights at the centre of EU relations with all third countries, including its strategic partners’; urges, accordingly, studied attention by the VP/HR and the EEAS to implementing this commitment and to ensuring human rights and democracy mainstreaming in the EU’s relations with its strategic partners in such central contexts as summit meetings and Council conclusions; further recommends that, whenever there is a gross breach of human rights by a partner country with which an agreement has been concluded, the EU take more effective steps to carry out the appropriate sanctions as stipulated in the agreement’s human rights clauses, including possible (temporary) suspension of the agreement;
20. exprime sa préoccupation particulière concernant la concrétisation de l'engagement pris dans le cadre stratégique de "mettre les droits de l'homme au cœur des relations avec tous les pays tiers, y compris ses partenaires stratégiques"; exhorte par conséquent la VP/HR et le SEAE à accorder une attention particulière au respect de cet engagement et à l'intégration systématique des droits de l'homme et de la démocratie dans les relations de l'Union avec ses partenaires stratégiques dans des contextes centraux tels que les sommets et les conclusions du Conseil; recommande par ailleurs qu'en cas de violation grave des droits de l'homme par un pays partenaire avec lequel un accord a été conclu, l'Union prenne des mesures plus efficaces pour infliger des sanctions adéquates conformément aux clauses relatives aux droits de l'homme de l'accord concerné, en ce compris la suspension (temporaire) éventuelle de l'accord;

Calls on the Philippines, as one of the countries having been granted GSP+ status by the EU, to ensure effective implementation of all the core international conventions relating to human and labour rights, the environment and good governance, as listed in Annex VIII to Regulation (EU) No 978/2012; recognises that the Philippines have strengthened their human rights legislation; calls on the Philippines to continue fostering further progress in the promotion of human rights, including the publication of the National Action Plan for Human Rights, as well as in the elimination of corruption; expresses particular concern with regard to the repression faced by activists who are peacefully campaigning to protect their ancestral lands from the impact of mining and deforestation; recalls that under the GSP+ beneficiaries will have to prove that they are implementing their obligations concerning human rights, labour, environmental and governance standards.

Calls on the governments of the countries concerned to ensure that firms carefully analyse the impact of their activities on human rights (due diligence) by conducting and publishing independent prior assessments of their impact on human, social and environmental rights and improving and ensuring access to domestic human rights complaints processes that are independent, transparent, reliable and appealable.

Welcomes the positive results of the election process in Afghanistan and encourages the new government of Mr Karzai to continue the policy of modernisation and restructuring, with particular emphasis on ensuring human rights for all its citizens; strongly condemns the barbaric activity of hostage-taking and executions of innocent human beings;
