The notification shall be deemed to be withdrawn if the requested information is not provided within the prescribed period, unless, before the expiry of that period, either the period has been extended with the consent of both the Commission and the Member State concerned, or the Member State concerned, in a duly reasoned statement, informs the Commission that it considers the notification to be complete because the additional information requested is not available or has already been provided.

Si les renseignements demandés ne sont pas fournis dans le délai fixé, la notification est réputée avoir été retirée, à moins que le délai n'ait été prorogé avant son expiration par accord mutuel entre la Commission et l'État membre concerné, ou que l'État membre concerné n'informe la Commission, avant l'expiration du délai fixé, et par une déclaration dûment motivée, qu'il considère la notification comme étant complète parce que les renseignements complémentaires exigés ne sont pas disponibles ou ont déjà été communiqués.

Either governmental bodies have failed to implement at all or failed to implement properly reforms that had already been decided on, or – as happened recently – such reforms have been withdrawn by parliamentary decisions.
Soit les organes gouvernementaux n’ont pas du tout mis en œuvre les réformes déjà prévues ou les ont mises en œuvre de manière inadéquate, soit - comme nous avons pu l’observer récemment - ces réformes ont été abrogées par décision parlementaire.

3.
