Subsequent to the adoption of Leonardo da Vinci II in April 1999, a number of policy initiatives have been launched with a major impact on vocational training policy and consequently on Leonardo da Vinci II : the Lisbon strategy of March 2000, which accords an important role to education and training for the achievement of its goals [4]; the communication of the Commission on 'Making a European Area of Lifelong Learning a Reality' [5], setting a new paradigm for education and training; the report of the Education Council and the European Commission on the common objectives of education and training systems [6], and the subsequent detailed work programme [7]; the Council resolution of November 2002 on enhanced European co-operation in Vocational Education and Training (VET) [8] extended by the subsequent Copenhagen declaration that was adopted by 31 Ministers, the Commission and the social partners at European level; the Action Plan for the promotion of language learning and linguistic diversity [9], adopted by the Commission in July 2003 and based on the experience of the European Year of languages.

IV. 1. 1 A permanent high-level group of representatives of Member States, social partners, and the world of education, training and culture will be established to assist in the monitoring of this Action Plan, stimulate public debate with stakeholders about language learning and linguistic diversity, and monitor change in language learning and linguistic diversity in the Union.

8. Calls on the Commission to propose concrete policy measures for the protection of endangered languages; calls also on the Commission and the Council, within their terms of reference under the Treaty, to adapt EU policies and schedule programmes so as to support the preservation of the endangered languages and linguistic diversity, using EU financial support tools for the period between 2014 and 2020, including: programmes on documentation of these languages, as well as on education and training, social inclusion, youth and sport, research and development, the culture and media programme, the structural funds (cohesion fund, ERDF, ESF, European territorial cooperation, EARDF), and all instruments and exchange platforms designed to promote new technologies, social media, and multimedia platforms, encompassing support for the generation of both content and applications; takes the view that these tools should focus on programmes and actions that demonstrate a positive wider agenda, either culturally or economically, beyond their community and their region; calls on the Commission to consider the administrative and legislative obstacles posed to projects relating to endangered languages on account of the small size of the language communities concerned;

Emphasising the value of linguistic diversity and supporting children with a different mother tongue to improve their proficiency in the language of instruction and, where appropriate, in the mother tongue, as well as supporting teachers to teach children with different levels of linguistic competence, can improve the educational achievements of children with migrant background and reduce their risk of early school leaving.
