Your rapporteur therefore welcomes the proposal by the Commission to address the difficulties arising in connection with the measure relating to support for complying with Community standards originally provided for in the form of a new Article 33c to Regulation 1257/1999, by extending the scope of the measure so as to allow the new Member States' planned measures to be approved and to receive EAGGF Guarantee Fund support.
Le rapporteur se félicite donc de la proposition de la Commission, qui consiste à remédier aux difficultés relatives à la "mesure de soutien en vue du respect des normes communautaires" initialement établie sous la forme d'un nouvel article 33 quater du règlement 1257/99, en élargissant le champ d'application de la mesure, de façon à permettre que les mesures prévues par les nouveaux États membres puissent être approuvées et bénéficier du soutien de la section garantie du FEOGA.

We call upon the Commission to set aside part of its budget for emergency funds, so as to incorporate the interventions envisaged by the national authorities in the areas affected, and, pursuant to Article 87(2) of the Treaty on European Union, immediately to grant fitting financial assistance to the sectors affected by the disasters and, in general, to take into consideration the fact that the majority of the disaster areas are eligible for assistance from the existing funds: the Regional Fund, the EAGGF Guarantee Fund and the LIFE programme, which can provide a genuinely substantial contribution to the reconstruction work and restore the normal lives of the peoples who have been the victims of these disasters as soon as possible, but, above all, which can contribute to preventing further such damage.
Nous demandons que la Commission prenne les fonds d'urgence sur son budget, de manière à intégrer les interventions prévues par les autorités nationales dans les zones concernées, qu'en application de l'article 87, paragraphe 2, du Traité sur l'Union, elle attribue immédiatement une aide financière appropriée aux secteurs sinistrés et, en général, qu'elle prenne en considération le fait qu'une grande partie des zones sinistrées satisfont aux critères nécessaires pour bénéficier des fonds existants : le Fonds régional, le FEOGA garantie, le programme LIFE, qui peuvent offrir une contribution réellement importante aux travaux de reconstruction et permettre aux populations victimes de telles catastrophes un retour rapide à la normalité, mais surtout qui interviennent en matière de prévention.
