Obviously, what we have to do now, in this budgetary procedure on the basis of the Council’s draft, is to ensure budget discipline and to safeguard commitments already entered into, but of course we also have to adjust the foreseeable and anticipated figures.

Like many of my fellow Members, I deplore the fact that the Council has further reduced an already meagre budget: the commitment appropriations of the draft budget represent a total amount of EUR 134 billion, that is to say, a shortfall of EUR 469 million with regard to the PDB, even though the payments stand at EUR 115 billion, this being a decrease of EUR 1.8 billion. The payments are thus limited to 0.89% of GNI, that is to say, an unprecedented level that is drastically widening the gap between commitments and payments and this is something that goes against budgetary discipline.
Comme de nombreux collègues, je déplore le fait que le Conseil ait encore réduit un budget déjà maigre: les crédits d’engagement du projet de budget représentent au total 134 milliards d’euros, c’est-à-dire un recul de 469 millions d’euros par rapport à l’APB, alors que les paiements se situent à 115 milliards d’euros, en recul de 1,8 milliard d’euros, se limitant ainsi à 0,89 % du RNB, soit un niveau sans précédent et creusant drastiquement l’écart entre engagements et paiements, ce qui est contraire à la discipline budgétaire.

Second, to reinforce the mechanism by which financial discipline is safeguarded through a new reduction-suspension mechanism of agricultural aid, which is more structured and more transparent than the current mechanism already laid down in the Regulation, and by introducing the possibility for the Commission to make financial corrections for failing ex post controls.
