Mr. Dennis Wallace: If I might, Mr. Chairman, I think there's a very important point to add, which I think Mr. Desautels covered ably, and that is that the annual increase to first nation budgets is averaging 2% growth. The population increase in first nations is running at about 3.7% to 3.8%.
