The EU wide implementation of the Security Amendment of the Customs Code and the Common Customs Risk Management Framework (CRMF) was completed on 1 January 2011, including systematic electronic submission of pre-arrival and pre-departure declarations by trade, electronic risk analysis by EU customs, exchange of messages through the Common Customs Risk Management System (CRMS) and the Authorised Economic Operator (AEO) programme.
