On the basis of Directives 88/661/EEC, 89/361/EEC, 90/427/EEC, 91/174/EEC, 94/28/EC and 2009/157/EC, the Commission, after consulting Member States through the Standing Committee on Zootechnics established in accordance with Council Decision 77/505/EEC , adopted a number of Decisions laying down species-specific criteria for the approval or recognition of breeding organisations and breeders' associations, for the entry of breeding animals in herd-books, flock-books and stud-books, for the acceptance of purebred breeding animals of the ovine and caprine species for breeding and artificial insemination, for performance testing and genetic evaluation of breeding animals of the bovine, porcine, ovine and caprine species, and for the establishment of pedigree or zootechnical certificates for trade in breeding animals and their germinal products.
À partir des directives 88/661/CEE, 89/361/CEE, 90/427/CEE, 91/174/CEE, 94/28/CE et 2009/157/CE, et après consultation des États membres dans le cadre du comité zootechnique permanent établi par la décision 77/505/CEE du Conseil , la Commission a adopté plusieurs décisions fixant des critères par espèces en ce qui concerne l'agrément ou la reconnaissance officielle des organisations d'élevage et des associations d'éleveurs, l'inscription dans les livres généalogiques d'animaux reproducteurs, l'admission de reproducteurs de race pure des espèces ovine et caprine à la reproduction et à l'insémination artificielle, le contrôle des performances et l'évaluation génétique des animaux reproducteurs des espèces bovine, porcine, ovine et caprine ainsi que l'établissement de certificats généalogiques ou zootechniques aux fins des échanges d'animaux reproducteurs et de leurs produits germinaux.

(39) In relation to the Mediterranean Sea, in conjunction to the current Regulation, the necessary actions are being undertaken for the accession of the European Union to the Protocol for the Protection of the Mediterranean Sea against Pollution Resulting from Exploration and Exploitation of the Continental Shelf and the Seabed and its Subsoil ('the Offshore Protocol') to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean ('the Barcelona Convention'), which was approved by Council Decision 77/585/EEC.
(39) En ce qui concerne la mer Méditerranée, conjointement au présent règlement, les démarches nécessaires ont été entreprises en vue de l'adhésion de l'Union européenne au protocole relatif à la protection de la mer Méditerranée contre la pollution résultant de l'exploration et de l'exploitation du plateau continental du fond de la mer et de son sous-sol (le "protocole 'offshore'") de la convention sur la protection du milieu marin et du littoral de la Méditerranée (la "convention de Barcelone"), conclue en vertu de la décision 77/585/CEE.

(39) In relation to the Mediterranean Sea, and in addition to the obligations contained in this Directive, the necessary action has or is being undertaken to secure the accession of the European Union to the Protocol for the Protection of the Mediterranean Sea against Pollution Resulting from Exploration and Exploitation of the Continental Shelf and the Seabed and its Subsoil ('the Offshore Protocol') to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean ('the Barcelona Convention'), which was approved by Council Decision 77/585/EEC.

(21 ) This Directive should contribute to the fulfilment of the obligations of the Community and the Member States under several other relevant international agreements under which they have entered into important commitments relating to the protection of the marine environment from pollution: the Convention on the Protection of the Marine Environment of the Baltic Sea Area, approved by Council Decision 94/157/EC , the Convention for the Protection of the Marine Environment of the North-East Atlantic, approved by Council Decision 98/249/EC , and its new Annex V on the Protection and Conservation of the Ecosystems and Biological Diversity of the Maritime Area and the corresponding Appendix 3 , approved by Council Decision 2000/340/EC , and the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, approved by Council Decision 77/585/EEC , and its amendments from 1995, approved by Council Decision 1999/802/EC , as well as its Protocol for the Protection of the Mediterranean Sea Against Pollution from Land-Based Sources, approved by Council Decision 83/101/EEC .
(21) La présente directive devrait contribuer au respect des obligations de la Communauté et des États membres découlant de plusieurs autres accords internationaux connexes en vertu desquels ils ont contracté d'importants engagements ayant trait à la protection du milieu marin contre la pollution: la convention sur la protection de l'environnement marin de la zone de la mer Baltique, approuvée par la décision 94/157/CE du Conseil , la convention pour la protection du milieu marin de l'Atlantique du Nord-Est, approuvée par la décision 98/249/CE du Conseil , sa nouvelle annexe V sur la protection et la conservation des écosystèmes et de la diversité biologique de la zone maritime et l'appendice III correspondant, approuvés par la décision 2000/340/CE du Conseil , ainsi que la convention pour la protection du milieu marin et de la zone côtière de la mer Méditerranée, approuvée par la décision 77/585/CEE du Conseil , et les modifications y apportéees en 1995 et approuvées par la décision 1999/802/CE du Conseil , de même que son protocole relatif à la protection de la mer Méditerranée contre la pollution d'origine tellurique, approuvé par la décision 83/101/CEE du Conseil .
