As announced in his State of the Union Address 2016, President Jean-Claude Juncker has today sent a letter to European Parliament President Martin Schulz, seeking the Parliament's views on two important issues: first, a proposal to up-date the 2010 Framework Agreement on relations between the European Parliament and the European Commission in order to allow Commissioners to be candidates to EP elections without having to take a leave of absence.

(7) Service as a Commissioner appointed under Part I of the Inquiries Act shall be deemed continuous during the period commencing on the date specified in the instrument of his appointment as his commencement date as a Commissioner and ending on the date he ceases to act as such Commissioner.

(3) The provisions of the Public Service Superannuation Act, other than those relating to tenure of office, apply to the Information Commissioner, except that a person appointed as Information Commissioner from outside the public service, as defined in the Public Service Superannuation Act, may, by notice in writing given to the President of the Treasury Board not more than sixty days after the date of appointment, elect to participate in the pension plan provided in the Diplomatic Service (Special) Superannuation Act, in which case the provisions of that Act, other than those relating to tenure of office, apply to the Information Commissioner from the date of appointment and the provisions of the Public Service Superannuation Act do not apply.

10 (1) Subject to subsections (2) and 11(1), the effective date of an application is the date on which the application is received by the Commissioner and, in the case of receipt by the Commissioner of two or more applications respecting a new variety the breeders of which bred it independently of each other, priority shall be given to the application first received by the Commissioner.
