While following the Agenda 2000 model (cuts in the intervention price and partial compensation) would have the benefit of ensuring more coherence with other arable crops and would to some extent reduce the burden to consumers of the current regime, the very significant budgetary consequences preclude this option. A 25% price cut - necessary for a real effect on production - combined with 50% compensation to producers would have an additional direct budgetary cost of 1125 million EURO - which are not foreseen in the budgetary farmework . A 25% reduction in prices would also represent an income loss of 250 million EURO for the ACP countries based on the guarantees they receive under the present system.
