Frankly, I think you are better able to determine that than I am. There is a widespread feeling that the internal rules of the Senate, if they deal with conflict of interest, would have a certain cozy element about them that legislation would not have, or that they would lack a certain objectivity that legislation would bring.

On a généralement l'impression que le Règlement interne du Sénat, s'il portait sur les conflits d'intérêts, comporterait un certain élément de confort que la loi n'aurait pas, ou qu'il y manquerait une certaine objectivité que l'on trouverait dans la loi.
