F. whereas recent developments, and initiatives and measures taken over the past few years in Hungary have led to a serious systemic deterioration in the situation as regards the rule of law and fundamental rights, inter alia freedom of expression, including academic freedom, the human rights of migrants, asylum seekers and refugees, freedom of assembly and association, restrictions and obstructions to the activities of civil society organisations, the right to equal treatment, the rights of people belonging to minorities, including Roma, Jews and LGBTI people, social rights, the functioning of the constitutional system, the independence of the judiciary and of other institutions and many worrying allegations of corruption and conflicts of interest;
F. considérant que les événements qu'a connus la Hongrie ces dernières années et les initiatives et les mesures prises dans le pays ont provoqué une grave détérioration systémique de la situation au regard de l'état de droit et des droits fondamentaux, notamment la liberté d'expression, y compris la liberté académique, les droits humains des migrants, des demandeurs d'asile et des réfugiés, la liberté de réunion et d'association, les activités des organisations de la société civile, qui ont fait l'objet de restrictions et d'obstructions, les droits des personnes appartenant aux minorités, y compris les Roms, les Juifs et les personnes LGBTI, les droits sociaux, le fonctionnement du système constitutionnel, l'indépendance du pouvoir judiciaire et d'autres institutions, sans oublier les nombreuses allégations inquiétantes de corruption et de conflits d'intérêts;

F. whereas recent developments in Hungary have given rise to concerns about the situation of fundamental rights, democracy and the rule of law in the country, in particular as regards media freedom and pluralism, the fight against intolerance and discrimination, the human rights of immigrants, asylum seekers and refugees, freedom of assembly and association, freedom of education and academic research, equal treatment of religion and belief, restrictions and obstructions to the activities of civil society organisations, the rights of people belonging to minorities, including Roma and LGBTI people, the independence of the judiciary and many worrying allegations of corruption and conflicts of interest undermining the rule of law;
F. considérant que les récents événements en Hongrie ont suscité des inquiétudes concernant la situation des droits de l'homme, de la démocratie et de l'état de droit dans le pays, notamment en ce qui concerne la liberté et le pluralisme des médias, la lutte contre l'intolérance et les discriminations, les droits fondamentaux des migrants, des demandeurs d'asile et des réfugiés, la liberté de réunion et d'association, la liberté de l'éducation et de la recherche universitaire, l'égalité de traitement des religions et des croyances, des restrictions et des obstructions des activités des organisations de la société civile, le droits des personnes appartenant aux minorités, y compris les Roms et les personnes LGBTI, l'indépendance du pouvoir judiciaire et de nombreux soupçons inquiétants de corruption et de conflits d'intérêts, qui compromettent l'état de droit;

M. whereas the 2003 UN Convention Against Corruption is the first international legal instrument to recognise the need for all States to commit to asset repatriation, and whereas the only EU Member States that have ratified this Convention are Hungary and France,

G. whereas the alarming levels of corruption in Hungary mean that legislative and administrative measures to combat this phenomenon must be reinforced,

Mention must also be made of the need, which has been fully accepted by Hungary’s political leaders, to step up the fight against corruption. The approval and implementation of a very thorough package of legislation against corruption, to enter into force with immediate effect, should be emphasised.
Mentionnons encore le besoin entièrement assumé par les responsables politiques hongrois d’intensifier la lutte contre la corruption, pour lequel il convient de souligner l’adoption et l’exécution d’un paquet législatif de lutte contre la corruption très complet et d’incidence immédiate.

Hungary had continued to improve its means of action in areas relating to justice and home affairs, especially through the adoption of new legislation on organised crime, corruption and the admission of immigrants.
La Hongrie a poursuivi ses efforts en vue d'améliorer ses moyens d'action dans tous les secteurs touchant à la justice et aux affaires intérieures, notamment en adoptant une nouvelle législation sur le crime organisé, la corruption et les dispositions relatives à l'admission des immigrants.
