Emphasises that cooperation between municipalities and regions on a national and European level contributes to eliminating energy islands, to the completion of the internal energy market and to the implementation of energy infrastructure projects; takes the view that the European territorial-cooperation objective of cohesion policy, as well as macro-regional strategies, can increase cooperation opportunities for cross-border projects with a view to achieving efficient and intelligent interconnections between non-conventional local and regional energy sources and large energy grids; underlines the fact that appropriate coordination of infrastructure projects can guarantee the best possible cost-benefit ratio and maximise the efficiency of the EU funds; considers, in this context, that regional cooperation should be improved, in particular with a view to ensuring a proper connection between the priorities established and the European regions;

2. Support for African infrastructure : Infrastructure is the backbone of development, trade and investment: developing common strategies and improving synergies between Africa, the EU and China will help meet enormous Africa's infrastructure needs and common objectives; to promote trilateral cooperation for the delivery of affordable and sustainable infrastructure in Africa, enhancing interconnectivity and regional integration and improving the conditions for sustainable development and economic growth (multimodal transport corridors, telecommunications, energy including renewables, sector approaches).
2. l'appui aux infrastructures africaines: les infrastructures sont l'épine dorsale du développement, du commerce et des investissements. Le développement de stratégies communes et l'amélioration des synergies entre l'Afrique, l'UE et la Chine concourront à la réalisation d'objectifs communs et contribueront à répondre aux besoins en infrastructures de l'Afrique, qui sont immenses. Il y a également lieu de promouvoir la coopération trilatérale de manière à fournir au continent africain des infrastructures abordables et durables qui renforcent les capacités d'interconnexion et l'intégration régionale et qui améliorent les conditions d'une croissance économique et d'un développement durables (couloirs de transport multimodal, télécommunications, énergies, notamment renouvelables, approches sectorielles).

The effective protection of critical infrastructure requires communication, coordination, and cooperation nationally and at EU level among all interested parties - the owners and operators of infrastructure, regulators, professional bodies and industry associations in cooperation with all levels of government, and the public.

The cooperative relationship will involve among others matters related to science and technology for poverty alleviation programmes; science and technology policy exchanges; research and innovation partnerships to support economic cooperation and employment creation; cooperation in global frontier research programmes and global research infrastructures; support for African continental and regional science and technology programmes; strengthening the multilateral science and technology dialogue and partnerships; exploiting synergy between multilateral and bilateral science and technology cooperation; human capital development and global mobility of researchers; and concerted and targeted cooperation in specific science and technology thematic areas as jointly identified by the Parties".

La coopération traite, entre autres, des aspects suivants: questions liées à la science et à la technologie pour les programmes de réduction de la pauvreté; échanges dans le domaine de la politique scientifique et technologique; partenariats concernant la recherche et l'innovation afin de contribuer à la coopération économique et à la création d'emplois; coopération dans le cadre de programmes mondiaux de recherche de pointe et infrastructures mondiales de recherche; soutien des programmes scientifiques et technologiques pour le continent africain et ses régions; renforcement du dialogue multilatéral et des partenariats dans les domaines de la science et de la technologie; exploitation des synergies entre les coopérations multilatérales et bilatérales scientifiques et technologiques; développement du capital humain et mobilité globale des chercheurs; et coopération concertée et ciblée dans des domaines thématiques spécifiques de la science et de la technologie déterminés conjointement par les parties».

(b) to continue cooperation with and promote cooperation among the countries of central and eastern Europe in this area, within the framework provided by the Europe Agreements. This implies strengthening cooperation in the field of capacity-building, continuing to provide financial cooperation, comprising technical assistance especially in connection with the approximation of laws and their implementation and enforcement, investment support for environmental infrastructure and cooperation to promote better environmental practice, including by means of technology transfer.
