Definition: Personality change, persisting for at least two years, attributable to the traumatic experience of suffering from a severe psychiatric illness. The change cannot be explained by a previous personality disorder and should be differentiated from residual schizophrenia and other states of incomplete recovery from an antecedent mental disorder. This disorder is characterized by an excessive dependence on and a demanding attitude towards others; conviction of being changed or stigmatized by the illness, leading to an inability to form and maintain close and confiding personal relationships and to social iso-lation; passivity, reduced interests, and diminished involvement in leisure activities; persistent complaints of being ill, which may be associated with hypochondriacal claims and illness behaviour; dysphoric or labile mood, not due to the presence of a current mental disorder or antecedent mental disorder with residual affective symptoms; and longstanding problems in social and occupational functioning.

Calls for the Member States to introduce a system of access to information on child abuse convictions to ensure that people who, as a result of convictions on sex abuse charges, should be considered as unsuited to working with children can be excluded, ultimately throughout the Union, from access to certain occupations involving contact with children, in accordance with its position of 1 June 2006 on the initiative by the Kingdom of Belgium with a view to the adoption by the Council of a framework decision on the recognition and enforcement in the European Union of prohibitions arising from convictions for sexual offences committed against children ; considers it necessary to introduce measures to avoid further offences, for example when a person convicted of sexual offences against children travels abroad; welcomes, in this connection, the progress achieved in the Council with regard to the exchange of information between Member States on national criminal convictions and calls for the Council to act swiftly to interconnect national criminal records through a European networks;

132.2 (1) There shall be kept in the automated criminal conviction records retrieval system maintained by the Royal Canadian Mounted Police, in a registry kept separate and apart from other criminal records, a record of every conviction for a sexual offence involving a child, which record shall include (a) the name of the person convicted of the offence and the person's address, if any, at the time of the conviction; (b) the section of the Criminal Code under which the person who committed the offence was convicted; (c) the details that describe the manner in which the person convicted of the offence committed the offence; (d) the date that a person convicted of a sexual offence involving a child is to be released on statutory release pursuant to an order made by the Board under section 130 or 131; and (e) any other information that may be prescribed by regulation (2) All the information included in a record kept in the registry referred to in subsection (1) shall be made available to a peace officer who is investigating a sexual offence involving a child where the officer requests such information (3) Where a person is convicted of a sexual offence involving a child, the police force responsible for the investigation of the offence shall provide a record of the offence, which shall include the information referred to in paragraphs (a), (b), (c) and (e), for inclusion in the registry referred to in subsection (1)'.
