Recalls the incoherence between the financial cuts proposed by the Council to the Connecting Europe Facility in the context of the MFF negotiations and the long [...] list of [...] transport infrastructure projects to be completed by 2030; notes that the Connecting Europe Facility should make it possible to support projects with high European added value and that it will help to boost growth and employment in Europe, both directly, through the jobs created by the projects themselves, and indirectly, when the infrastructure is used, with anticipated benefits in terms of competitiveness for the Union and its Member States; recalls, furthermore, that during the negotiations the Council refused to give the necessary leverage to better use financial instruments, which in some cases may allow greater funding;

(13a) However, in order to allow the beneficiaries to enjoy in another Member State the rights which have been created or transferred to them, for example in the context of a dispute concerning a matrimonial property regime, this Regulation should provide for the adaptation of an unknown right in rem to the closest equivalent right in rem under the law of that other Member State. In the context of such an adaptation, account should be taken of the aims and the interests pursued by the specific right in rem and the effects attached to it. For the purposes of determining the closest equivalent national right in rem, the authorities or competent persons of the State whose law applies to the matrimonial property regime may be contacted for further information on the nature and the effects of the right. To that end, the existing networks in the area of judicial cooperation in civil and commercial matters could be used as well as any other available means facilitating the understanding of foreign law (Corresponds to recital 16 in Regulation (EU) No 650/2012.)
(13 bis) Toutefois, afin de permettre aux bénéficiaires de jouir dans un autre État membre des droits qui ont été créés ou leur ont été transférés, par exemple dans le cadre d'un litige relatif à un régime matrimonial, il convient que le présent règlement prévoie l'adaptation d'un droit réel inconnu à son équivalent le plus proche en vertu du droit de cet autre État membre. Dans le cadre de cette adaptation, il y a lieu de tenir compte des objectifs et des intérêts poursuivis par le droit réel en question et des effets qui y sont liés. Pour déterminer l'équivalent le plus proche du droit réel en droit national, les autorités ou les personnes compétentes de l'État dont la loi s'applique au régime matrimonial pourront être contactées afin d'obtenir des informations complémentaires sur la nature et les effets de ce droit. Welcomes the EUPOL Afghanistan mission, which aims to establish a civilian police force and a judicial system in order to allow Afghans to shoulder most of the responsibility for these tasks in the context of the reconstruction of the Afghan state; stresses that this mission, which is due to remain there until 31 May 2013 and could be extended until 31 December 2014, forms part of the overall efforts by the international community to allow Afghans to take control of their destiny after the withdrawal of NATO troops in 2014; calls on the VP/HR and on the Council to hold in-depth discussions, also involving Parliament, on the progress of the Union’s comprehensive arrangements and on the EUPOL mission, especially in the context of post-2014 Afghanistan;

Recalls that the European Semester allows for the necessary ex-ante surveillance and coordination in the euro area context, both via the exchange of draft budget plans and the previous discussion of all major economic policy reform plans, allowing the reduction and/or elimination of any possible negative spill-over effects that may arise from national actions on other countries or on the euro area as a whole;

(30) Whereas, in order to be lawful, the processing of personal data must in addition be carried out with the consent of the data subject or be necessary for the conclusion or performance of a contract binding on the data subject, or as a legal requirement, or for the performance of a task carried out in the public interest or in the exercise of official authority, or in the legitimate interests of a natural or legal person, provided that the interests or the rights and freedoms of the data subject are not overriding; whereas, in particular, in order to maintain a balance between the interests involved while guaranteeing effective competition, Member States may determine the circumstances in which personal data may be used or disclosed to a third party in the context of the legitimate ordinary business activities of companies and other bodies; whereas Member States may similarly specify the conditions under which personal data may be disclosed to a third party for the purposes of marketing whether carried out commercially or by a charitable organization or by any other association or foundation, of a political nature for example, subject to the provisions allowing a data subject to object to the processing of data regarding him, at no cost and without having to state his reasons;
