IN-CONTEXT TRANSLATIONS

First and foremost, the very success of the convention method as such, continuing the process of constitutionalising the Union, marks a fundamental step forward.

The experience of this year has convinced us that, looking beyond Nice towards the future of Europe, the process of constitutionalising the Union must not be carried out by means of the – now dysfunctional – method of negotiations between government representatives.

I would just like to reiterate a few points: provisions for reinforced cooperation with these 20 and 25 Member States, integrating security and defence policy into the Community framework, incorporating the Charter of Citizens’ rights into the new Treaty, constitutionalising the Union by dividing it into a main part and a subsidiary part, reforming Article 48 so that when it comes to future treaty amendments, Parliament will play a real part in the negotiations on an equal footing, and – another thing worthy of mention – a statute for European parties so that the next European elections are actually fought on the basis of European issues rather than taking the form of national debates on domestic policy.
Je me contenterai d'en évoquer certains points : des dispositions en matière de coopération renforcée entre ces 20 ou 25 États membres ; l'intégration de la politique de sécurité et de défense dans le cadre communautaire ; l'intégration de la charte des droits fondamentaux dans le nouveau Traité ; la constitutionnalisation de l'Union via la division des Traités en une partie fondamentale et une autre ; la réforme de l'article 48 afin que, lors des modifications futures des Traités, le Parlement soit impliqué effectivement et équitablement dans les négociations et - point que je veux également évoquer - un statut pour les partis européens afin que, lors des prochaines élections européennes, les débats portent vraiment sur des thèmes européens et non sur les politiques intérieures nationales.

We also think that a legal personality is needed to bring the process of political union to a conclusion and that the process of the constitutionalisation of the Union will also require it to have its own legal personality.
