1. Recalls the purpose of the EaP, which is the strengthening of the political, economic and cultural European integration of the Eastern Partners, founded on mutual values, interests and the commitment to international law, fundamental values, good governance and the market economy and based on shared ownership and joint responsibility; welcomes, in this connection, the establishment of and the work carried out by the EaP stakeholders – the Euronest Parliamentary Assembly, the EaP Civil Society Forum and CORLEAP – as well as other initiatives such as the Eastern Europe Initiatives Congress; notes, however, that the recent developments in some EaP countries have drawn attention to the fragility of the political, economic and social integration process; stresses the importance of engaging with the broader society as a means of transformation; encourages more frequent and effective engagement with local and regional authorities as well as with parliaments, business leaders and civil society, in order to build constituencies for reform able to influence national decision-making;

Appreciates the commitments made by the Philippine Government, and underlines the importance of achieving a peace process for Mindanao that is as inclusive as possible; notes the contribution made to the Mindanao agreements by the International Contact Group; deeply regrets the fact that the Mindanao Peace Agreement was not adopted by the Philippine Congress; calls for the continuation of the peace negotiations and for the adoption by Congress of the BBL.

8. Considers that the Joint Bureau and Committee on Budgets Working Group on the Parliament budget could, on the basis the work it began in 2012, play a useful role in this reform, by identifying possible savings and reflecting on and presenting to the Committee on Budgets ideas for improving efficiency; notes that the working group has already largely achieved the objectives established for it at the end of 2011, in particular as regards the reduction of travel expenses; in the light of the Group’s preliminary findings based, inter alia, on comparative studies of the European Parliament’s budget with the budgets of the US Congress and a sample of Member States’ parliaments, encourages the continuation of its work and the development of a corresponding action plan, to be presented to both the Committee on Budgets and the Bureau for consideration in the 2014 Parliament budget process; recalls its resolution of 23 October 2012 in which it expressed the expectation that these studies will ‘create long-term savings in the Parliament’s budget and present ideas for improving efficiency in 2013 and the following years’; notes that the European Parliament has lower overall spending per inhabitant than comparable Member State parliaments and the US Congress; notes further that there is a need to strengthen the scrutiny role of Parliament and to provide it with better-targeted research support so that it is able to fulfil its role in democratic representation;

49. Regrets that only the EU is taking the lead on international climate policy, that the US is the world's largest emitter of greenhouse gases and that there is accordingly still a need to urge it, at all policy levels, to assume its responsibilities in terms of climate change; regrets therefore that the US Administration remains so reluctant to enter into any meaningful international partnership on climate change, but notes that it has taken a modest step forward, inasmuch as it is now willing, as agreed at the December 2005 Montreal Conference of the United Nations Framework Convention on Climate Change, to engage in a thorough forward-looking dialogue; welcomes the fact that an emerging coalition of interests in the US, including Members of Congress from both Houses and both parties, State legislators, local authorities, NGOs and representatives of the business community, is pushing for a more ambitious agenda to tackle greenhouse gas emissions;
49. déplore que l'Union européenne soit la seule entité à prendre l'initiative dans le domaine de la politique internationale du climat; considère que, les États-Unis étant le plus gros pollueur mondial au niveau des émissions de gaz à effet de serre, il convient de continuer à s'employer, à tous les niveaux politiques, pour qu'ils assument, eux aussi, leur responsabilité en matière de changement climatique; regrette dès lors que le gouvernement des États-Unis reste toujours aussi réticent à adhérer à tout partenariat international efficace concernant le changement climatique, tout en relevant qu'elle a fait un modeste pas en avant, en se montrant désormais disposée, comme elle l'a accepté lors de la conférence sur la Convention-cadre des Nations unies sur les changements climatiques de décembre 2005 à Montréal, à entamer un dialogue ouvert approfondi; se félicite de ce qu'aux États-Unis, une nouvelle coalition d'intérêts regroupant des membres du Congrès des deux Chambres et des deux partis, des législateurs, des autorités locales, des ONG ainsi que de nombreux représentants du monde de l'entreprise, fassent à présent pression pour faire passer un calendrier plus ambitieux de lutte contre les émissions à effet de serre;
