Today's stock-taking follows the Communications adopted in April and July, in which the Commission noted that full visa waiver reciprocity with Canada and the United States had not been achieved for citizens of some EU Member States and announced that it would report back on further progress made in the discussions before the end of the year.
L'état des lieux dressé aujourd'hui fait suite aux communications adoptées en avril et juillet dans lesquelles la Commission relevait que la réciprocité totale en matière de visas avec le Canada et les États-Unis n'avait pas été obtenue pour les ressortissants de certains États membres de l'UE et elle annonçait qu'elle ferait rapport, avant la fin de l'année, sur les progrès supplémentaires qui auraient été réalisés au cours des discussions.

In the framework of the reciprocity mechanism, which requires that the Commission takes into account the consequences of the suspension of the visa waiver for the external relations of the EU and its Member States, the Commission has already adopted three reports assessing the situation: on 10 October 2014, on 22 April 2015 and on 5 November 2015, as well as two Communications in April and July 2016.

13. Considers that, for the purpose of awarding contracts, it would be desirable to apply a criterion of Community reciprocity for the benefit of European enterprises, with the application in particular of the principles set forth in Article 58 of Directive 2004/17/EC of the European Parliament and of the Council of 31 March 2004 coordinating the procurement procedures of entities operating, inter alia, in the energy sector;

Paragraph 3 shall become paragraph 2, the words "reciprocal recognition" shall be replaced by "reciprocal treatment" and the following sentence shall be added at the end of the paragraph: "In addition, the European Community may request that the third State where a recognised organisation is located grant a reciprocal treatment for those recognised organisations which are located in the Community".

Existing reciprocity clauses have therefore no effect. A flexible procedure is therefore needed to make it possible to assess reciprocity on a Community basis.
