[15] In the words of Commissioner Bolkestein at the closing session of the Conference on the implementation of the Directive: "There is certainly no such thing as a clean sheet of paper when it comes to making policy in the field of data protection (...) In drafting its report the Commission will.need to bear in mind the broader legal and political framework, in particular the principles of Convention 108 of the Council of Europe".
[15] Lors de la séance de clôture de la conférence sur la mise en oeuvre de la directive, le Commissaire Bolkestein s'est exprimé ainsi: "Quand il s'agit de mener une politique dans le domaine de la protection des données, les choses sont probablement tout sauf simples (...). – (DE) Monsieur le Président, Monsieur le Commissaire, vous ne serez certainement pas surpris d’entendre que je ne suis pas satisfaite de votre réponse, d’autant plus qu’il y a quelques semaines, nous avons pris la peine de prendre contact avec divers représentants de la Commission, notamment le commissaire Verheugen, et demandé des réponses claires.

It was adopted by the European Parliament and the Slovenian Presidency, with the efficient help of the Commission, in particular Commissioner Verheugen, who was personally involved.

The Commission reiterates that the main mechanism for providing feedback to participants in consultations will be through an official Commission document to be approved by the College of Commissioners, i.e., in particular, the explanatory memoranda accompanying legislative proposals.
