Since improving legislative procedures can help us to achieve these goals, and given that the principles of subsidiarity and proportionality are two of the cornerstones on which the Community is built, especially where it does not have exclusive legislative competence in a particular area, I commend the Committee on Legal Affairs for its tireless work in ensuring that Community legislation is based on quality, through simplifying the acquis communautaire, and not on quantity.
Puisque l’amélioration des procédures législatives peut nous aider à atteindre ces objectifs et étant donné que les principes de subsidiarité et de proportionnalité sont deux des fondements sur lesquels est basée la Communauté, surtout là où elle n’a pas de compétence législative exclusive dans un domaine spécifique, je félicite la commission des affaires juridiques qui s’efforce infatigablement de veiller à ce que la législation communautaire soit basée sur la qualité et la simplification de l’acquis communautaire, et non sur la quantité.

Mr President, I would like to commend the Committee on Economic and Monetary Affairs and in particular the rapporteur, Mrs van den Burg, for the initiative she has taken and the hard work put into this report.

– Mr President, I wish to congratulate Mrs Handzlik on drawing up the first report by a new Member from a new Member State in a new committee. As the chairman of that committee, I think her report has been a commendable initiative.
- (EN) Monsieur le Président, je tiens à féliciter Mme Handzlik pour ce premier rapport d’une nouvelle députée issue d’un nouvel État membre au sein d’une nouvelle commission. En ma qualité de président de cette commission, j’estime que ce rapport est une initiative louable.

The EEA Council noted the resolutions of the EEA Joint Parliamentary Committee adopted at its 13th meeting in Brussels on 6 December 1999, concerning the work of the EEA JPC 1995-1999, and commended the Committee for its important contributions to the development of the EEA since its inception.
3. Le Conseil de l'EEE a pris acte des résolutions que le Comité parlementaire mixte de l'EEE a adoptées lors de sa 13 réunion, tenue à Bruxelles le 6 décembre 1999, concernant ses travaux durant la période 1995-1999; le Conseil a félicité le Comité pour la contribution importante qu'il a apportée au développement de l'EEE depuis son instauration.

In general terms, the Council: - stresses the need for the utmost vigour in waging war on fraud, which damages the Community's financial interests as well as the credibility and effectiveness of the policies pursued; - considers that this ongoing task, covering both expenditure and revenue, is inconceivable without close cooperation between the Commission and the Member States, in clear compliance with their respective spheres of responsibility; - points to the decisive role here of the Advisory Committee for the Coordination of Fraud Prevention; - in the same spirit, supports the Commission's steps to develop its liaison with the competent authorities in the Member States, in order to place action against all forms of crime and organized financial misconduct within the appropriate international context, in the course of combating fraud; - considers that, in a commendable attempt to be exhaustive, the Commission's annual report for 1994 describes progress in all areas of the fight against fraud.
Sur un plan général, le Conseil : - souligne la nécessité de poursuivre avec la plus grande énergie la lutte contre la fraude qui porte préjudice aux intérêts financiers communautaires ainsi qu'à la crédibilité et à l'efficacité des politiques engagées ; - considère que cette tâche permanente, couvrant aussi bien les dépenses que les recettes, ne peut se concevoir sans une coopération étroite entre la Commission et les Etats membres, celle-ci devant s'effectuer dans le clair respect de leur compétences respectives ; - souligne, à cette fin, le rôle déterminant du Comité consultatif pour la coordination dans le domaine de la lutte contre la fraude; - appuie, dans le même esprit, les initiatives de la Commission en vue de développer ses contacts avec les autorités compétentes des Etats membres, afin d'inscrire dans le contexte international approprié la lutte contre toutes les formes de criminalité et de délinquance financière organisée, dans le cadre de la lutte anti-fraude ; - considère que le rapport annuel de la Commission pour l'année 1994 présente, dans un souci louable d'exhaustivité, les progrès réalisés dans tous les volets de la lutte contre la fraude.

Ministers particularly wish to commend the committee of experts responsible for monitoring the Programme for the quality of its work, which has enabled a rewarding dialogue to be established between the two regions and a better understanding to be reached of the state of human rights in Central America.
Les ministres tiennent à féliciter plus particulièrement le comité des experts chargés du suivi de ce programme pour la qualité du travail accompli, lequel a permis d'instaurer un dialogue enrichissant entre les deux régions ainsi que d'aboutir à une meilleure connaissance de la situation des Droits de l'Homme en Amérique centrale.

Concerning developments relating directly to the good functioning of the EEA Agreement, the EEA Council: - took note of the interim report for 1995 presented by the Joint Committee and commended the Joint Committee on its work; - expressed its satisfaction at the overall functioning of the Agreement and noted that the EFTA countries, taking part in the EEA, are effectively involved in the evolution of the internal market; - reaffirmed its commitment to the decision-shaping and decision-making procedures provided for in the EEA Agreement; in this context, it underlined the continuing need for the effective functioning of the information and consultation process during the development by the EU of new legislation relevant to the EEA Agreement and for the integration of new Community legislation into the EEA Agreement without delay after its adoption by the Community; - underlined the dynamic character of the Agreement and noted its provisions aimed at further development of the cooperation; - agreed that the provisions of the Agreement concerning cooperation at ministerial level should be fully used in order to allow the EEA Council to fulfil effectively its role which consists in giving the political impetus in the implementation of the Agreement and laying down the general guidelines for the EEA Joint Committee. 5. Concerning relations in the area of foreign policy, the EEA Council: - adopted the joint declaration attached as an Annex to the present conclusions establishing the modalities of a strengthened political dialogue on issues of common interest in the area of foreign policy and undertook an exchange of views on a number of areas of foreign policy of mutual interest; - took note of the readiness of the EU, when it considered appropriate, to invite the EEA states to associate themselves with EU declarations, démarches and joint actions; - welcomed the fact that the implementation of the above-mentioned joint declaration had begun in advance of its ...

Quant à l'évolution concernant directement le bon fonctionnement de l'Accord sur l'EEE, le Conseil de l'EEE : - a pris acte du rapport intérimaire pour 1995 présenté par le Comité mixte et a fait l'éloge des travaux accomplis par celui-ci ; - a exprimé sa satisfaction au sujet du fonctionnement global de l'accord et a pris acte de ce que les pays de l'AELE participant à l'EEE étaient effectivement associés à l'évolution du marché intérieur ; - a réaffirmé son engagement en faveur des procédures de formation et de prise de décisions prévues par l'Accord sur l'AELE ; à cet égard, il a souligné qu'il était toujours nécessaire que les procédures d'information et de consultation fonctionnent efficacement au cours de la mise au point, par l'UE, d'une nouvelle législation en rapport avec l'Accord sur l'EEE et que la nouvelle législation communautaire soit intégrée sans retard dans l'Accord sur l'EEE après son adoption par la Communauté ; - a souligné le caractère dynamique de l'accord et a pris acte de ses dispositions visant à poursuivre le développement de la coopération ; - est convenu que les dispositions de l'accord concernant la coopération au niveau ministériel devraient être pleinement utilisées afin de permettre au Conseil de l'EEE de remplir efficacement son rôle qui consiste à donner une impulsion politique à la mise en oeuvre de l'accord et à fixer des lignes directrices générales à l'intention du Comité mixte de l'EEE. 5. 2. The EEA Council assessed the overall functioning and development to date of the EEA Agreement. 3. Concerning developments that related directly to the good functioning of the EEA Agreement, the EEA Council : - stated its satisfaction with the overall functioning of the Agreement ; - expressed satisfaction at the adoption of the Council regulation concerning arrangements for implementing the Agreement on the European Economic Area ; - reaffirmed its commitment to the decision-shaping and decision- making procedures provided for in the EEA Agreement ; - welcomed the good parliamentary co-operation with the Joint Parliamentary Committee which has contributed to a better understanding between the Community and the EFTA States in the fields covered by the Agreement ; - took note of the annual report for 1994 presented by the Joint Committee and commended the Joint Committe on the satisfactory resolution of a number of problems ; - welcomed the joint meeting of EU and EFTA finance and economic ministers on 19 September 1994 and the agreement on the importance of ongoing discussions at ministerial level and in the broader European context on common economic problems, such as promotion of sustained growth and combating unemployment ; - congratulated the EFTA States which will be acceding to the European Union on 1 January 1995.
2. Le Conseil de l'EEE a évalué le fonctionnement global de l'accord EEE et l'évolution qu'il a connue jusqu'à présent. 3. En ce qui concerne les questions directement liées au fonctionnement de l'accord EEE, le Conseil de l'EEE : - a marqué sa satisfaction quant au fonctionnement global de l'accord ; - a exprimé sa satisfaction du fait de l'adoption du règlement du Conseil relatif à certaines modalités d'application de l'accord EEE ; - s'est une nouvelle fois prononcé en faveur des procédures de préparation et d'adoption des décisions prévues dans l'accord EEE ; - s'est félicité de la bonne coopération parlementaire avec le Comité parlementaire mixte de l'EEE, qui a contribué à une meilleure compréhension entre la Communauté et les Etats de l'AELE dans les domaines régis par l'accord ; - a pris acte du rapport annuel pour 1994 présenté par le Comité mixte et a félicité le Comité mixte de la solution satisfaisante apportée à un certain nombre de problèmes ; - s'est félicité de la tenue, le 19 septembre 1994, d'une réunion conjointe des ministres de l'économie et des finances de l'Union européenne et de l'AELE et de l'accord conclu quant à l'importance des discussions en cours au niveau ministériel et dans le contexte européen plus vaste sur des problèmes économiques communs, tels que les mesures visant à favoriser une croissance soutenue et la lutte contre le chômage ; - a présenté ses félicitations aux Etats de l'AELE qui adhéreront à l'Union européenne le 1er janvier 1995.
