Deportation of Citizenship Applicants Facing Capital Punishment—Government Policy Hon. Noël A. Kinsella (Deputy Leader of the Opposition): Honourable senators, in light of Canada's opposition to capital punishment and its ratification of United Nations human rights instruments outlawing the practice of the death penalty, and given the articulate expression of opposition to capital punishment made in this chamber on many occasions by honourable senators on all sides, would the Leader of the Government in the Senate clarify his government's position on this issue and also indicate whether he supports the actions of his cabinet colleague Madam Caplan?
