Suzanne Fortin-Duplessis: Honourable senators, I have the honour to table, in both official languages, the report of the Canadian delegation of the Inter-Parliamentary Union respecting its participation at the meeting of co-rapporteurs of the third IPU standing committee on democracy and human rights, held May 18 to 20, 2011, in Geneva, Switzerland.

That is why I was honoured to serve as the Canadian co-rapporteur for a draft report on the role of parliaments in addressing key challenges to securing the health of women and children for the hundred and twenty-fifth assembly of the Inter-Parliamentary Union this past October in Bern, Switzerland.

In view of that, and to ensure the existence of adequate resources for the scientific assessments relating to the pharmacovigilance procedures carried out at Union level, the Agency should remunerate the scientific assessment services provided by the rapporteurs and, where applicable, co-rapporteurs appointed by Member States as members of the Pharmacovigilance Risk Assessment Committee referred to in point (aa) of Article 56(1) of Regulation (EC) No 726/2004 or, where relevant, provided by rapporteurs and co-rapporteurs in the coordination group referred to in Article 27 of Directive 2001/83/EC.
Compte tenu de ce qui précède, et pour s’assurer de l’existence de ressources suffisantes pour les évaluations scientifiques relatives aux procédures de pharmacovigilance menées à l’échelle de l’Union, il convient que l’Agence rémunère les services d’évaluation scientifique fournis par les rapporteurs et, le cas échéant, les corapporteurs nommés par les États membres en qualité de membres du comité pour l’évaluation des risques en matière de pharmacovigilance visé à l’article 56, paragraphe 1, point a bis), du règlement (CE) no 726/2004 ou, le cas échéant, fournis par les rapporteurs et corapporteurs au sein du groupe de coordination visé à l’article 27 de la directive 2001/83/CE.

4. The remuneration for the services provided by the rapporteur and the co-rapporteur and any related scientific and technical support shall be without prejudice to the obligation of Member States to refrain from giving the members and experts of the Pharmacovigilance Risk Assessment Committee instructions incompatible with the individual tasks of those members and experts in their capacity as rapporteur or co-rapporteur, or incompatible with the tasks and responsibilities of the Agency.
4. La rémunération versée au titre des services fournis par le rapporteur et corapporteur et de tout appui scientifique et technique y afférent est sans préjudice de l'obligation pour les États membres de s’abstenir de donner aux membres et aux experts du comité pour l’évaluation des risques en matière de pharmacovigilance des instructions incompatibles avec les tâches qui incombent à titre individuel à ces membres et experts en leur qualité de rapporteur ou de corapporteur, ou incompatibles avec les tâches et responsabilités de l’Agence.
