A. whereas the jihadist al-Qaeda splinter group Islamic State (IS) – formerly the Islamic State of Iraq and the Levant (ISIL) – conquered parts of north-western Iraq, including Iraq’s second largest city, Mosul, followed by summary executions of Iraqi citizens, the imposition of a harsh interpretation of Sharia law, the destruction of the Shiite, Sufi and Sunni places of worship and shrines, the desecration of churches, and other atrocities against the civilian population; whereas the IS has declared its intention of ridding Iraq of Shiites and destroying their holy places in the cities of Karbala and Najaf;
A. considérant que la faction dissidente djihadiste d'Al‑Qaïda, l'État islamique – précédemment l'État islamique en Iraq et au Levant (EIIL) –, a conquis des portions de territoire dans le nord-ouest de l'Iraq, dont Mossoul, deuxième ville du pays, puis s'est livré à des exécutions sommaires de citoyens iraquiens, a imposé une interprétation stricte de la charia, détruit des lieux de prière et de culte chiites, soufis et sunnites, profané des églises et commis d'autres atrocités contre la population civile; que l'État islamique a annoncé son intention de débarrasser l'Iraq des chiites et de détruire leurs lieux saints dans les villes de Kerbala et de Nadjaf;

G. whereas both the United States of America and the Islamic Republic of Iran have pledged their support for the government of Iraq, with the US sending military advisers and Iran vowing to protect the Shiite holy cities of Karbala and Najaf; whereas the President, Hassan Rouhani, has indicated readiness to cooperate with the US in countering the IS threat in Iraq and contributing to the stabilisation of the country; whereas, however, the Supreme Leader of the Islamic Republic, Ayatollah Khamenei, has ruled out such cooperation;
G. considérant que les États-Unis et la République islamique d'Iran ont pris l'engagement d'apporter leur aide aux autorités iraquiennes, à savoir que les États-Unis ont envoyé des conseillers militaires sur place et que l'Iran a promis de protéger les villes saintes chiites de Kerbala et de Nadjaf; que le président iranien, Hassan Rohani, s'est déclaré prêt à collaborer avec les États-Unis pour contrecarrer la menace de l'État islamique en Iraq et contribuer à stabiliser le pays; que le guide suprême de la révolution islamique, l'ayatollah Khamenei, a écarté toute coopération de ce type;
