Calls for particular attention to be paid to those European countries which, by reason of size and choice, have not participated in the Union’s enlargement process (Andorra, Monaco, San Marino, Vatican City State, Switzerland, Norway, Iceland and Liechtenstein) but are already integrated in different ways into European structures and therefore can contribute actively to the development of this process;
