All these were the subject of CFSP joint actions but in the first years of CFSP did not always imply the use of CFSP funds (e.g. Russia and South Africa, where the funding came from first pillar). At that time, the EC budget did not have a specific CFSP chapter.

Decision 2010/461/CFSP funded the Expert Meeting on Multi-spectral Imaging and Infrared for Ón-Site Inspections (MSEM-11) held between 30 March and 1 April 2011 in Rome, Italy, which concluded that Commercial Off-The-Shelf (COTS) instruments should be considered for OSI use since they represent the most cost-effective option for this technology.
Lors d'une réunion sur l'imagerie multispectrale et infrarouge pour les inspections sur place (MSEM-11), qui s'est tenue à Rome, Italie, du 30 mars au 1er avril 2011, et financée dans le cadre de la décision 2010/461/PESC, les experts ont conclu que l'utilisation d'instruments équipés de logiciels standard devrait être envisagée dans le cadre des inspections sur place car il s'agit de l'option présentant le meilleur rapport coût-efficacité pour cette technologie.

On 29 January 2015, Council Decision (CFSP) 2015/143 clarified the designation criteria for the freezing of funds targeting persons responsible for the misappropriation of Ukrainian State funds.

While past activities in the framework of Joint Action 2008/588/CFSP and Decision 2010/461/CFSP have allowed the problem of noble gas emissions to be mapped, additional funding would complement previous Union funding and allow the remedying of the problem of noble gas emissions to begin.

Regards the total amount of EUR 1 740 million allocated to the CFSP for the period from 2007 to 2013 as insufficient to achieve the ambitions and specific goals of the EU as a global player, while recognising that the CFSP funding agreed for 2008, amounting to EUR 285 million, represents an important step forward compared to previous allocations of funds (and an increase of EUR 125 million on 2007); underlines that this increase should be accompanied by stronger measures for parliamentary control and improved cooperation by the Council;

Points out that the Joint Declaration of 25 November 2002 on the financing of the CFSP provides for Parliament to be sent, within 5 days of the adoption of any decision in the field of the CFSP that entails expenditure, the information indicated in point 40 of the Interinstitutional Agreement: regrets that the Council transmits financial statements only where expenditure is within the EU budget and insists that, for transparency reasons and in order for Parliament to at least have an overall estimate of how much CFSP funding goes to a particular region/crisis, such statements should be provided for all CFSP decisions;
