2. When the comprehensive strategy was being prepared, the Commission recalled the importance of meeting the obligations arising from certain international instruments such as the European Convention on Human Rights and the Geneva Convention on Refugees.

Calls on the EU Member States to build upon the commitment they made in the EU Strategic Framework to ratify and implement the key international human rights treaties, by ratifying and implementing, in particular, the ten core UN human rights treaties and the optional protocols thereto, and to make the relevant declarations on ensuring the acceptance of all individual complaints and inquiry procedures; stresses the importance of these ratifications for the internal and external credibility of the EU‘s human rights policy; expresses its deep concern at the fact that the persistent failure of certain EU Member States to submit their periodic reports to the relevant UN human rights monitoring bodies in a timely manner is also undermining the credibility of the EU’s human rights policy towards third countries;

Considers that certain actions raised within the Communication should be advanced in parallel to the progress towards an overarching strategy, namely the appointment of an EU Special Representative on Human Rights with a high public profile and international experience in the promotion of international human rights; the establishment of a permanent Brussels-based COHOM which should routinely agree conclusions on the human rights situation in specific countries following Human Rights Dialogues; and the setting of a timetable for the completion of EU Delegation human rights focal points and for the identification of human rights defender liaison officers in all third countries;
143. considère que certaines actions abordées dans la communication devraient avancer parallèlement aux progrès en direction d'une stratégie globale, à savoir la nomination d'un représentant spécial de l'Union pour les droits de l'homme qui soit bien connu du public et fort d'une expérience internationale dans l'encouragement des droits de l'homme internationaux; l'instauration d'un COHOM permanent, basé à Bruxelles, qui devrait régulièrement adopter des conclusions sur la situation des droits de l'homme dans des pays spécifiques à la suite de dialogues sur les droits de l'homme, ainsi que la fixation d'un calendrier pour la finalisation des points centraux des délégations de l'Union en matière de droits de l'homme et pour l'identification des officiers de liaison des défenseurs des droits de l'homme dans tous les pays tiers;

75. Is deeply concerned about the situation of women and girls in Iran, DRC, Afghanistan; condemns brutal violations of womens‘ rights in DRC, urges the international community to significantly increase funds aimed at efforts to protect women from rape, and stresses that major international attention must be given as a matter of urgency to the situation of women and girls in the DRC; condemns the Shia Personal Status Law adopted in March 2009, which strongly violates the rights of Afghan women and contradicts the Afghan Constitution and international human rights standards; welcomes amendments made to the law on ’Personal Affairs of the Followers of Shia Jurisprudence‘ but remains deeply concerned about certain articles of the law, which contradict the obligations of Afghanistan under the International Covenant on Civil and Political Rights, the Convention on the Elimination of All Forms of Discrimination against Women, and the Convention on the Rights of the Child; urges the Afghan authorities to take action without delay to improve the situation of women's rights in the country;
75. exprime ses vives préoccupations quant à la situation des femmes et des jeunes filles en Iran, en RDC et en Afghanistan; condamne les violations brutales des droits des femmes en RDC et exhorte la communauté internationale à accroître significativement le financement des efforts de protection des femmes contre le viol et à accorder d'urgence une grande attention à la situation des femmes et des jeunes filles dans ce pays; condamne la loi chiite sur le statut des personnes, adoptée en mars 2009, car elle constitue une violation grave des droits des femmes afghanes en même temps qu'elle enfreint la Constitution afghane et les normes internationales en matière de droits de l'homme; salue les modifications apportées à la loi sur les «affaires personnelles des adeptes de la jurisprudence chiite», mais demeure très préoccupé par certains articles de cette loi, qui sont en contradiction avec les obligations légales internationales de l'Afghanistan en vertu du pacte international relatif aux droits civils et politiques, de la convention sur l'élimination de toutes les formes de discrimination à l'égard des femmes et de la convention relative aux droits de l'enfant; exhorte le gouvernement afghan à agir sans retard afin d'améliorer la situation des droits de la femme dans le pays;

Furthermore, with respect to certain European third countries, which observe particularly high human rights and refugee protection standards, Member States should be allowed to not carry out, or not to carry out full examination of, applications for international protection regarding applicants who enter their territory from such European third countries.
Par ailleurs, en ce qui concerne certains pays tiers européens qui observent des normes particulièrement élevées en matière de droits de l’homme et de protection des réfugiés, les États membres devraient être autorisés à ne procéder à aucun examen ou à ne pas effectuer d’examen complet des demandes de protection internationale émanant de demandeurs provenant de ces pays tiers européens qui entrent sur leur territoire.

This Directive lays down those technical requirements, which take account of Council Recommendation 98/463/EC of 29 June 1998 on the suitability of blood and plasma donors and the screening of donated blood in the European Community , Directive 2001/83/EC of the European Parliament and of the Council of 6 November 2001 on the Community code relating to medicinal products for human use , Commission Directive 2003/94/EC of 8 October 2003 laying down the principles and guidelines of good manufacturing practice in respect of medicinal products for human use and investigational medicinal products for human use , Commission Directive 2004/33/EC of 22 March 2004 implementing Directive 2002/98/EC of the European Parliament and of the Council as regards certain technical requirements for blood and blood components , certain recommendations of the Council of Europe, the monographs of the European Pharmacopoeia, particularly in respect of blood or blood components as a starting material for the manufacture of proprietary medicinal products, recommendations of the World Health Organisation, as well as international experience in this field.
La présente directive fixe lesdites exigences techniques en tenant compte de la recommandation 98/463/CE du Conseil du 29 juin 1998 concernant l'admissibilité des donneurs de sang et de plasma et le dépistage pratiqué sur les dons de sang dans la Communauté européenne , de la directive 2001/83/CE du Parlement européen et du Conseil du 6 novembre 2001 instituant un code communautaire relatif aux médicaments à usage humain , de la directive 2003/94/CE de la Commission du 8 octobre 2003 établissant les principes et lignes directrices de bonnes pratiques de fabrication concernant les médicaments à usage humain et les médicaments expérimentaux à usage humain , de la directive 2004/33/CE de la Commission du 22 mars 2004 portant application de la directive 2002/98/CE du Parlement européen et du Conseil concernant certaines exigences techniques relatives au sang et aux composants sanguins , de certaines recommandations du Conseil de l'Europe, des monographies de la pharmacopée européenne, en particulier en ce qui concerne le sang ou les composants sanguins servant de matière première pour la fabrication de spécialités pharmaceutiques, des recommandations de l'Organisation mondiale de la santé (OMS) ainsi que de l'expérience internationale dans ce domaine.
