In order to take account of technological and market developments in payment services and to ensure the uniform application of this Directive, the Commission may, in accordance with the procedure referred to in Article 77(2), amend the list of activities in the Annex to this Directive, in accordance with Articles 2 to 4.

(4a) In view of the exemption period applying to the ban on the use of chrysotile, the Member States that need to do so are urged, bearing in mind the socio-economic aspects of the industries concerned, to encourage the use of substitute products in order to comply as quickly as possible with the proposal for a total ban on chrysotile for reasons of health protection, as laid down in the provision of Directive 1999/77/EC amending point 6.2. of Annex I to Directive 76/769/EEC.
