Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Typical features include episodes of repeated reliving of the trauma in intrusive memories ( flashbacks ), dreams or nightmares, occurring against the persisting background of a sense of numbness and emotional blunting, detachment from other people, unresponsiveness to surroundings, anhedonia, and avoidance of activities and situations reminiscent of the trauma. There is usually a state of autonomic hyperarousal with hypervigilance, an enhanced startle reaction, and insomnia. Anxiety and depression are commonly associated with the above symptoms and signs, and suicidal ideation is not infrequent. The onset follows the trauma with a latency period that may range from a few weeks to months. The course is fluctuating but recovery can be expected in the majority of cases. In a small proportion of cases the condition may follow a chronic course over many years, with eventual transition to an enduring personality change (F62.0). | Traumatic neurosis

In order to enhance trust in European statistics, the national statistical authorities should in each Member State, as should the Community statistical authority within the Commission, enjoy professional independence and ensure impartiality and high quality in the production of European statistics, in accordance with the principles laid down in Article 285(2) of the Treaty as well as the principles further elaborated in the European statistics Code of Practice endorsed by the Commission in its Recommendation of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities (incorporating the European statistics Code of Practice).

The MoU confirms the prime responsibility of the Statistical Office of the European Communities (Eurostat) for General Economic Statistics comprising among others the harmonised index of consumer prices, data on output, production, labour markets, external trade and statistics linked to the excessive deficit procedure, and the prime responsibility of the ECB for Money, Banking and Financial Markets Statistics, comprising among others balance sheets of financial institutions, interest rates, prices of financial assets and securities statistics.

Having regard to the foregoing, the Council requests: - the Member States and their statistical offices to pay particular attention to the need for cooperation when developing further comparative education and training statistics in the European Union and beyond; - the European Commission in close cooperation with the Member States to expedite the development of education and training statistics in the light of the priorities set out above and the five-year Statistical Programme; - those responsible for the statistical services at Union level (Eurostat) and the Working Party of Education Statistics to expedite the necessary development work to ensure supply of quality data which is comparable and as up-to-date as possible, account being taken of the data bases and instruments already in existence and observing the principle of data collection organized on a decentralized basis".

In consequence, on a proposal of Mr Schmidhuber, the Commission lays down the following aims of its statistical information policy: - to put into place a statistical infrastructure which would support the working of the internal market; - to extend the scope of Community statistics to cover areas of new policy initiatives and of public interest; - to promote the adoption of European statistical standards; - to eliminate the barriers between national statistical systems (*) COM(88) 248 Only 1 % of the public resources for statistical development in the Community are controlled by the Commission.

The Commission will also attach top priority to implementation of the strengthened procedures for mutual assistance in customs and agricultural matters. It will consider the possibility of extending the system of administrative penalties to all areas of the budget. It will set up task forces in sensitive areas where the complex nature and transnational dimension of fraud generate the need for a specific structure at Community level. 6.5 STATISTICS The Commission intends to maintain an efficient European statistical system to provide it with the figures it requires to meet the new challenges facing the Community. Action will continue under the 1994-97 statistical programme to develop a Community statistical area by establishing a set of standards, methods and organizational structures for the production of comparable, reliable and relevant statistics throughout the Community. The proposal on structural statistics on businesses that was planned under the 1994 legislative programme will also be finalized. The overall aim is to provide the institutions and Member States with the information they need to implement, monitor and evaluate Community policies and to supply all those in the economic and social sphere with essential data (i) Main new initiatives and legislative proposals - Monetary and financial indicators; structural indicators. - Community balance-of-payments data-gathering system.
