The development, production and dissemination of European statistics within the legislative framework of the multiannual programme should be achieved through close and coordinated cooperation within the European Statistical System (ESS) between the Union statistical authority, which is the Commission (Eurostat), and the national statistical institutes and other national authorities as designated by the Member States (collectively, ‘national statistical authorities’).
Le développement, la production et la diffusion de statistiques européennes dans le cadre législatif du programme pluriannuel devraient avoir lieu en coopération étroite et coordonnée au sein du système statistique européen (SSE), qui rassemble l’autorité statistique de l’Union, à savoir la Commission (Eurostat), les instituts nationaux de statistique et d’autres autorités nationales désignées par les États membres (ci-après dénommés collectivement les «autorités statistiques nationales»).

In particular, the Commission should be empowered to adapt the list of customs procedures or customs-approved treatment or use which determine an export or import for external trade statistics; to adopt different or specific rules for goods or movements which, for methodological reasons, call for specific provisions; to adapt the list of goods and movements excluded from external trade statistics; to specify the data sources other than the customs declaration for records on imports and exports of specific goods or movements; to specify the statistical data, including the codes to be used; to establish requirements for data related to specific goods or movements; to establish requirements on the compilation of statistics; to specify the characteristics of samples; to establish the reporting period and the level of aggregation for partner countries, goods and currencies; and also to adapt the deadline for transmitting statistics, content, coverage and revision conditions for statistics already transmitted; and to establish the deadline for transmitting statistics on trade by business characteristics and statistics on trade broken down by invoicing currency.

In order to enhance trust in European statistics, the national statistical authorities should in each Member State, as should the Community statistical authority within the Commission, enjoy professional independence and ensure impartiality and high quality in the production of European statistics, in accordance with the principles laid down in Article 285(2) of the Treaty as well as the principles further elaborated in the European statistics Code of Practice endorsed by the Commission in its Recommendation of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities (incorporating the European statistics Code of Practice).
Afin d'augmenter la confiance dans les statistiques européennes, les autorités statistiques nationales, dans chaque État membre, de même que l'autorité statistique communautaire, au sein de la Commission, devraient bénéficier d'une indépendance professionnelle et assurer l'impartialité et une qualité élevée lors de la production de ces statistiques, en conformité avec les principes énoncés à l'article 285, paragraphe 2, du traité et avec les principes précisés dans le code de bonnes pratiques de la statistique européenne entériné par la Commission dans sa recommandation du 25 mai 2005 concernant l'indépendance, l'intégrité et la responsabilité des autorités statistiques nationales et communautaire (comprenant le code de bonnes pratiques de la statistique européenne).
