17. Regrets, however, the reductions in appropriations for large infrastructure projects, Horizon 2020 and COSME, as well as the slower progression of CEF Transport owing to the redeployment to EFSI; recalls that the Commission’s initial proposal on EFSI would have resulted in a cut of EUR 170 million for Horizon 2020 in 2016 as compared to 2015, thus giving a contradictory signal on a programme widely recognised as a flagship priority under the current MFF; deplores the knock-on effects on research funding, including in the areas of Energy, SMEs, Climate and Environment, Social Sciences and Science in Society; commits to seeking to further compensate for the proposed decreases in these programmes by means of reinforcements during the budgetary procedure through the use of the EUR 200 million margin still available below the ceiling for heading 1a; stresses that funding for investment, research, development and innovation should be focused on areas in which the greatest added value can be achieved, such as improving energy efficiency, ICT, grants for basic research, and low-carbon and renewable energy technologies;
17. déplore cependant la baisse des crédits des grands projets d'infrastructure tels qu'Horizon 2020 et COSME, ainsi que le ralentissement de la hausse des crédits du programme MIE-Transports en raison du redéploiement d'une partie de son enveloppe budgétaire vers le FEIS; rappelle que la proposition initiale de la Commission au sujet du FEIS aurait entraîné une diminution de 170 millions d'EUR pour Horizon 2020 en 2016 par rapport à 2015, ce qui aurait envoyé un signal contradictoire alors que le programme est largement reconnu comme étant l'une des grandes priorités du CFP actuel; déplore les répercussions sur le financement de la recherche, notamment dans les domaine de l'énergie, des PME, du climat et de l'environnement, des sciences sociales et de la science dans la société; s'engage à compenser davantage les réductions proposées pour ces programmes en augmentant les crédits au cours de la procédure budgétaire grâce à la marge de 200 millions d'EUR encore disponible sous le plafond pour la rubrique 1a; fait remarquer que le financement de l'investissement, de la recherche, du développement et de l'innovation devrait être centré sur les domaines dans lesquels il est possible de réaliser la plus grande valeur ajoutée, tels que l'amélioration de l'efficacité énergétique, les TIC, les subventions en faveur de la recherche fondamentale et les technologies renouvelables et à faibles émissions de CO2 ;

With a view to completing the work of the Conciliation Committee, the institutions will act in a spirit of loyal cooperation, timely exchanging relevant information and documents at formal and informal level, and regularly maintaining contacts at all levels throughout the entire budgetary procedure through a proactive role of their respective negotiators.

Afin d'achever le travail du comité de conciliation, les institutions agiront dans un esprit de coopération loyale, en échangeant les informations et documents pertinents en temps utile à un niveau formel et informel, et en entretenant des contacts réguliers à tous les niveaux tout le long de la procédure budgétaire grâce au rôle proactif de leurs négociateurs respectifs.

In the interest of loyal and sound institutional cooperation, the European Parliament and the Council commit to maintaining regular and active contacts at all levels, through their respective negotiators, throughout the whole budgetary procedure and, in particular, during the conciliation period.
