In the Commission's view, the Court of Auditors does not take sufficient account of the major achievements of the last ten years, and in particular: - the reform of the Common Agricultural Policy, - the reform of the Structural Funds with the introduction of a system of partnership with the Member States, - the gradual introduction of computerized management and accounting systems at the Commission, - the new organizational structures which the Commission has created for itself (considerable strengthening of Financial Control, appointment of an Inspector General, UCLAF), - introduction of the integrated administration and control system for agricultural subsidies, - improvement of the procedure for the clearance of accounts to allow more effective monitoring of the Member States' agencies which administer agricultural expenditure, - the new decision on budgetary discipline, - the Commission's proposals and measures to step up the fight against fraud (proposals on administrative and criminal penalties, proposal for a "black list", introduction of a "hotline" to encourage the passing on of information concerning cases of fraud, etc.).
