– (FR) I voted in favour of the decision to approve a general framework laying down the main aspects of the Commission communication on Europe entitled ‘Communicating Europe in Partnership’. It aims to establish a framework for strengthening the wide-ranging communication elements by encompassing them within a broader structure launched by the White Paper on a European communication policy, which advocates a two-way street, characterised by the active participation of citizens and Plan D (‘Plan D for democracy, dialogue and debate’).
– J’ai voté la décision qui propose d’approuver un cadre général fixant les axes de la communication de la Commission sur l’Europe, intitulé «Communiquer sur l’Europe en partenariat» en vue de prévoir un cadre pour renforcer la communication tous azimuts, en s’insérant dans un ensemble plus vaste amorcé par le Livre blanc sur une politique de communication européenne qui prône une communication à double sens, caractérisée par la participation active des citoyens, et le Plan D («Plan D comme Démocratie, Dialogue et Débat»).

The Council also adopted the following conclusions on SME access to financial markets: "COUNCIL CONCLUSIONS ON THE FEASIBILITY OF CREATING A EUROPEAN CAPITAL MARKET FOR SMALL AND MEDIUM-SIZED ENTERPRISES In the light of the debate held on the basis of the Commission's communication on the creation of a European capital market for smaller entrepreneurially managed growth companies and given the opportunity to promote the setting up of innovative projects in any area of activity, strengthening these enterprises' capital structures, in order to facilitate the development of European SMEs and create new jobs in the Union, THE COUNCIL: - welcomes the European Commission's initiative to promote the debate on the creation of new Europe-wide capital markets; - invites the Commission to go deeper into the conclusions of its communication and report to the next Industry Council on ways to overcome the various obstacles currently existing in the Member States, including obstacles inhibiting the channelling of funds of institutional and private investors, in order to support the creation of secondary European Capital Markets for SMEs, taking into account the national systems and experiences already under way; - submits to the Commission's consideration the advisability of encouraging investors to join the European secondary capital market in order to mobilise additional financial resources for European SMEs; - urges the Commission to cooperate with Member States in order to overcome the difficulties that exist in making cross-border security transactions, by facilitating progress towards the future operation of a pan-European secondary capital Market, such as EASDAQ (European Association of Security Dealers Automated Quotation).
Le Conseil a, en outre, adopté les conclusions suivantes relatives à l'accès des PME aux marchés financiers : "CONCLUSIONS DU CONSEIL SUR LA FAISABILITE DE LA CREATION D'UN MARCHE EUROPEEN DES CAPITAUX POUR LES PETITES ET MOYENNES ENTREPRISES A la lumière du débat qui a eu lieu sur la base de la communication de la Commission relative à la création d'un marché européen des capitaux pour les petites entreprises génératrices de croissance et gérées avec efficacité et compte tenu de la possibilité de promouvoir la mise en oeuvre de projets novateurs dans tout secteur d'activité, en renforçant la structure financière de ces entreprises, pour faciliter le processus de développement des PME européennes et créer de nouveaux emplois dans l'Union, LE CONSEIL - salue l'initiative de la Commission européenne visant à promouvoir le débat sur la création de nouveaux marchés des capitaux de dimension européenne ; - invite la Commission à approfondir les conclusions de sa communication et à présenter, lors du prochain Conseil "Industrie", un rapport sur les moyens de surmonter les obstacles qui existent actuellement dans les Etats membres, notamment ceux qui entravent la mobilisation des capitaux des investisseurs institutionnels et privés, afin de permettre la création de seconds marchés européens des capitaux pour les PME, compte tenu des systèmes et expériences qui existent déjà au niveau national ; - invite la Commission à examiner l'opportunité d'encourager les investisseurs à participer au second marché européen des capitaux pour permettre la mobilisation de ressources financières additionnelles en faveur des PME européennes ; - prie instamment la Commission de coopérer avec les Etats membres pour surmonter les difficultés qui entravent la réalisation d'opérations transfrontières sur titres, en facilitant la progression vers le fonctionnement futur d'un second marché paneuropéen des capitaux, tel l'EASDAQ (European Association of Security Dealers Automated Quotation).
