It is an incompetent budget in the sense that the minister is out of his depth, and it is a dishonest budget in a number of senses, including not merely broken promises but the denial that those promises were in fact broken, and in some cases the denial of the undeniable, not to mention as well the repeated statements of things that clearly are not true, like saying that the government has cut income tax when everybody knows that it has raised income tax.
