On 30 July 2014, the Council adopted Decision 2014/507/CFSP which amends Decision 2014/386/CFSP in order to provide for a ban on new investments related to infrastructure in the sectors of transport, telecommunications and energy and the exploitation of natural resources in Crimea and Sevastopol and an export ban on key equipment and technology related to those sectors.

Another thing that happened is when we started the Partial Test Ban Treaty amendment business, not only did all the nuclear powers say we were wasting our time but at that time the Canadian foreign minister issued a statement saying this was an irresponsible abuse of the disarmament process and because the three nuclear powers had a veto over it, it would never happen. We knew they wouldn't vote for it, but as a result of pushing for it, eventually we did get the Comprehensive Test Ban Treaty.

Bill C-10 would amend the Youth Criminal Justice Act to require a judge to consider lifting the publication ban if he or she is satisfied that the young person poses a significant risk of committing another violent offence and the lifting of the ban is necessary to protect the public against that risk.

Clause 64 coordinates proposed amendments in Bill C-12, An Act to amend the Criminal Code (protection of children and other vulnerable persons) and the Canada Evidence Act (63) Because the substance of s. 486(3) of the Code, which lists the offences for which a publication ban may be warranted, would be amended and become s. 486.4(1) as a result of Bill C-12, clause 64(2) changes the reference from s. 486(3) to s. 486.4(1) in the new s. 672.501(1) proposed in Bill C-29 (see clause 17 above in Part C on Publication Bans).

Bill C-12 amends the Criminal Code to add a new category to the offence of the sexual exploitation of young persons. It makes additional amendments to further protect children from sexual exploitation; to increase the maximum penalty for child sexual offences, for failing to provide the necessaries of life and for abandoning a child; to make child abuse an aggravating factor for the purpose of sentencing; to amend and clarify the applicable test and criteria that need to be met for the use of testimonial aids, for excluding the public, for imposing a publication ban, for using video recorded evidence or for appointing counsel for self-represented accused to conduct a cross-examination of witnesses; to create an offence for voyeurism and the distribution of voyeuristic material; and to amend the child pornography provisions with respect to the type of written material that constitutes child pornography, and with respect to the child pornography defences.

- EXPORTS OF HAZARDOUS WASTE - COUNCIL CONCLUSIONS "Referring to the results of the first meeting of the Contracting Parties to the Basle Convention in Uruguay and in particular Decisions I/16 and I/22 concerning the introduction of a total ban on shipments of hazardous waste to developing countries at the second meeting of the Parties; Referring also to the statement made by the Presidency on behalf of the European Community at the same meeting on 4 December 1992; Recalling that Council Regulation (EEC) No 259/93 of 1 February 1993 already provides for a ban on all exports of waste for disposal to all countries except EFTA countries and establishes strict measures for all exports of hazardous waste for recovery to countries to which the OECD decision does not apply; Recalling that Article 39 of the Lomé Convention provides for a total ban on exports of waste to ACP States, THE COUNCIL DECIDES that the Community should support and actively work for the implementation and further development of the Basle Convention; NOTES that Article 17(1) of the Convention states that: "Any Party may propose amendments to this Convention ..". and that in accordance with Article 17(2) of the Convention any amendment to the Basle Convention must be forwarded to the Contracting Parties by the Interim Secretariat of the Convention not later than six months prior to the second meeting of the Contracting Parties, which is expected to take place in February/March 1994, and accordingly INVITES the Commission to examine any circumstances justifying the call for a total ban on exports of hazardous waste covered by the Basle Convention to developing countries and to submit appropriate proposals to it at the earliest possible date.
