This special report (No 5/2014) entitled “European banking supervision taking shape - EBA and its changing context” assessed whether the Commission and the European Banking Authority (EBA) had satisfactorily carried out their responsibilities in setting up the new arrangements for the regulation and supervision system of the banking sector and to examine how successfully those new arrangements were functioning.

Article 81 of the Regulation establishing the European Banking Authority (EBA) requires the Commission by 2 January 2014, and every 3 years thereafter, to publish a general report on the experience acquired as a result of the operation of EBA.

Finally, it’s the Commission's Communication of 20 October 2010 set out a roadmap of measures which will be considered in the longer term with a view to delivering a more integrated resolution framework better suited to integrated EU banking groups (see MEMO/10/506). Specifically, the Commission plans to examine the need for further harmonisation of bank insolvency regimes with a report by the end of 2012 and, alongside the review of the European Banking Authority in 2014, will assess how a more integrated framework for the resolution of cross-border groups might best be achieved.
La Commission envisage d'examiner la nécessité d'une harmonisation des régimes d'insolvabilité des banques dans le cadre d'un rapport d'ici fin 2012. Parallèlement à la révision du règlement établissant l'Autorité bancaire européenne en 2014, la Commission évaluera comment réaliser au mieux un cadre plus intégré de la résolution des groupes transfrontaliers.

The Commission plans to examine the need for further harmonisation of bank insolvency regimes with a report by the end of 2012 and, alongside the review of the European Banking Authority in 2014, will assess how a more integrated framework for the resolution of cross-border groups might best be achieved.
La Commission appréciera le bien-fondé d’une harmonisation accrue des régimes d'insolvabilité bancaire, un rapport étant prévu pour la fin de 2012, et déterminera, parallèlement au réexamen des activités de l'autorité bancaire européenne en 2014, la meilleure méthode pour mettre en place un cadre plus intégré en matière de résolution des défaillances de groupes transfrontaliers.
