Notes with concern the widespread use of auxiliary staff for purposes other than covering for vacant posts or the absence of full-time officials under the provisions of the Staff Regulations (so-called 'auxiliaires de renfort'); questions whether such use of auxiliary staff could not be reduced by more effective deployment or redeployment of existing staff; welcomes the Administration's commitment to identify such expenditure by way of a separate sub-item in the 2003 budget and to subject such recruitment to stringent controls to ensure that they are duly justified; calls for a detailed analysis of such recruitment to be submitted before the end of the first quarter so as to enable it to take appropriate measures in the context of the 2004 estimates;
18. relève avec préoccupation le recours intensif à du personnel auxiliaire (les "auxiliaires de renfort") à des fins autres que le pourvoi de postes vacants ou le remplacement de fonctionnaires à temps plein absents, comme prévu par le statut du personnel; se demande si le recours à ce personnel auxiliaire ne pourrait pas être réduit grâce à une utilisation plus efficace ou à un réemploi du personnel en place; se félicite de ce que l'administration se soit engagée à inscrire ces dépenses dans une sous-rubrique séparée du budget 2003 et à subordonner ces recrutements à des contrôles rigoureux pour s'assurer qu'ils sont bien justifiés; demande qu'une analyse détaillée de ces recrutements lui soit présentée avant la fin du premier trimestre afin qu'il puisse prendre les mesures appropriées dans le contexte de l'état prévisionnel 2004;
