Strongly encourages the authorities and civil society to take appropriate measures for historical reconciliation in order to overcome the divide between and within different ethnic and national groups, including citizens of Bulgarian identity; restates its call for positive progress to be made in joint celebrations of common events and figures with neighbouring EU Member States; encourages the attempts to establish joint expert committees on history and education, with the aim of contributing to an objective, fact-based interpretation of history, strengthening academic cooperation and promoting positive attitudes of young people towards their neighbours; urges the authorities to introduce educational materials free of ideological interpretations of history and aimed at improving mutual understanding; notes with concern the phenomenon of ‘antiquisation’; is convinced that culture and art should be used to bring people closer together rather than divide them; urges the government to send clear signals to the public and media that discrimination on the basis of national identity is not tolerated in the country, including in relation to the justice system, media, employment and social opportunities; underlines the importance of these actions for the integration of the various ethnic communities and the stability and European integration of the country;

Calls on the Member States firmly to support forward-looking investments, by promoting investment and emulation in research, including basic research, and development, high technology, environmentally-friendly technologies and trans-European infrastructures and networks and education and lifelong learning; recommends increasing public funding for science and research; highlights the importance of a climate which is conducive to the promotion of research and development and of a better integration of product markets and a more positive attitude of the financial markets towards riskier forms of investment; takes the view that investment in social services, in particular in childcare, is essential if there is to be genuine equality between men and women and if female employment is to increase; draws the Commission's attention to the under-exploitation of many latent skilled jobs in the services sector - which are all the more valuable because they are essentially local - in both the private sector and the public sector; stresses the need to invest in and promote jobs in services, in particular educational services, local social services, childcare, care for the elderly and help in the home; believes that account should be taken of the ageing of the population, since this will necessarily lead to the working population itself ageing; notes that older workers often have career problems and are sometimes regarded as too old and too expensive to be promoted or trained; considers accordingly that it is essential to provide them with tailor-made initiatives such as counselling, advice and specific training systems;
11. invite les États membres à soutenir fermement l'investissement dans l'avenir, en promouvant l'investissement et l'émulation dans la recherche, y compris la recherche fondamentale, et le développement, la haute technologie, les technologies respectueuses de l'environnement, les infrastructures et les réseaux transeuropéens ainsi que l'éducation et l'apprentissage tout au long de la vie; recommande d'augmenter le financement public dans les domaines de la recherche et des sciences; souligne l'importance d'un environnement favorable à la promotion de la recherche et du développement, comme une meilleure intégration des marchés de produits ou une orientation des marchés financiers plus favorable aux formes plus risquées d'investissement; estime que l'investissement dans les services sociaux, et notamment les soins aux enfants, constitue une condition essentielle à l'égalité réelle entre hommes et femmes et à l'accroissement du taux d'emploi des femmes; appelle l'attention de la Commission sur la sous-exploitation de nombreux gisements d'emplois qualifiés dans le secteur des services, d'autant plus précieux que non délocalisables, tant dans le secteur privé que dans le secteur public; insiste sur la nécessité d'investir et de valoriser les emplois dans les services, en particulier les services éducatifs, les services sociaux de proximité, les soins aux enfants et aux personnes âgées et l'aide à domicile; estime que compte doit être tenu du vieillissement de la population, qui débouchera inévitablement sur un vieillissement de la population active; constate que, fréquemment, des travailleurs plus âgés éprouvent des difficultés dans le déroulement de leur carrière et sont parfois considérés comme étant trop âgés et trop coûteux pour être promus ou formés; estime, par conséquent, qu'il est indispensable de prévoir pour eux des initiatives sur mesure telles que l'accompagnement, le conseil et des systèmes spécifiques de formation;
