– (IT) Mr President, many Members have already spoken about the Council’s failure to take the opportunity to observe and recognise the European Parliament’s prerogatives laid down by the Treaty and to propose a legal base providing for Parliamentary codecision in respect of the regulation on the Statute for a European Cooperative Society.

I would of course like to associate myself with the President-in-Office of the Council's remarks, Commissioner Patten's, and also Mr Brok's, about the tragic events that took place in Belgrade this morning and I support all the expressions of sympathy to Mr Djindjic's family and of course to all Serbs who are undoubtedly very shocked by what has happened there this morning.
- (NL) Monsieur le Président, il va de soi que je désire me joindre aux observations du président en exercice du Conseil et du commissaire Patten ainsi d'ailleurs qu'à celles de mon collègue Brok à propos des événements tragiques qui se sont déroulés ce matin à Belgrade. In the last Council, which the President-in-Office of the Council has already talked about, political agreement was reached on different measures and, even prior to this in June, at the meeting of Agricultural Ministers, an agreement was reached on a Regulation concerning biological farming and its expansion to include animal products.

The precise modalities of this dialogue will be defined by the end of July. 3. The two parties also considered that the recent initiative by the President of the French Republic, currently President of the European Council, inviting Malta to meet the Heads of State or Government of the Member States at the next European Council meeting in Cannes is a further token of the Union's commitment to a dynamic process aimed at strengthening the special relations already existing with Malta. 4. Finally, at the end of this Association Council, Mr DE MARCO, on behalf of Malta, and Mr BARNIER and Mr van den BROEK, on behalf of the European Community, signed the appropriate Financial Protocol EC-Malta covering the period until October 1998 with an aggregate amount of 45 million ECU which may be committed as follows : a) 30 million ECU in the form of loans from the European Investment Bank, from its own resources, b) 13 million ECU from the Comunity's budgetary resources, in the form of grants, c) 2 million ECU from the Community's budgetary resources, in the form of contribution to risk capital formation.

Les deux parties ont aussi estimé que la récente initiative du Président de la République française, Président du Conseil européen, qui a invité Malte à rencontrer les Chefs d'Etat et de gouvernement des Etats membres à l'occasion du prochain Conseil européen de Cannes est un signal supplémentaire de l'engagement de l'Union dans une dynamique visant à renforcer les relations privilégiées qui existent déjà avec Malte. 4. Enfin, à la fin de cette session du Conseil d'association, M. DE MARCO, au nom de Malte, et MM. BARNIER et van den BROEK, au nom de la Communauté européenne, ont signé le protocole financier CE-Malte qui couvre la période allant jusqu'à octobre 1998 et qui porte sur un montant global de 45 millions d'écus, qui peut être engagé comme suit : a) 30 millions d'écus sous forme de prêts de la Banque européenne d'investissement, sur ses ressources propres, b) 13 millions d'écus sous forme de dons, provenant du budget communautaire, c) 2 millions d'écus sous forme de contribution à la formation de capital à risque, provenant du budget communautaire.
