By way of derogation from the rule that the calculation of contributions should be performed at individual level, in the case of a central body with credit institutions affiliated to it that are wholly or partially exempted from prudential requirements in national law in accordance with Article 10 of Regulation (EU) No 575/2013 of the European Parliament and of the Council, the rules on ex ante contributions should only apply to the central body and the affiliated credit institutions as a whole on a consolidated basis because the solvency and liquidity of the central body and of all the affiliated institutions are monitored as a whole on the basis of consolidated accounts of these institutions.

(8)In order to ensure consistency with existing Union legislation in the area of financial services as well as the greatest possible level of financial stability across the spectrum of institutions, the resolution regime should not only apply to credit institutions but also to investment firms subject to the prudential requirements laid down by Directive 2006/49/EC of the European Parliament and of the Council of 14 June 2006 on the capital adequacy of investment firms and credit institutions The regime should also apply to financial holding companies, mixed financial holding companies provided for inDirective 2002/87/EC of the European Parliament and of the Council of 16 December 2002 on the supplementary supervision of credit institutions, insurance undertakings and investment firms in a financial conglomerateand amending Council Directives 73/239/EEC, 79/267/EEC, 92/49/EEC, 92/96/EEC, 93/6/EEC and 93/22/EEC, and Directives 98/78/EC and 2000/12/EC of the European Parliament and of the Councilmixed-activity holding companies and financial institutions, when the latter are subsidiaries of a credit institution or an investment firm.The crisis has demonstrated that the insolvency of an entity affiliated to a group can rapidly impact the solvency of the whole group and, thus, even have its own systemic implications.
(8)Afin d'assurer sa cohérence avec la législation actuelle de l'Union européenne dans le domaine des services financiers et de garantir un maximum de stabilité financière dans tous les types d'établissements, cette procédure de résolution devrait non seulement s'appliquer aux établissements de crédit, mais aussi aux entreprises d'investissement soumises aux exigences prudentielles fixées par la directive 2006/49/CE du Parlement européen et du Conseil du 14 juin 2006 sur l'adéquation des fonds propres des entreprises d'investissement et des établissements de crédit. La crise a montré que l'insolvabilité d'une entité affiliée à un groupe pouvait rapidement compromettre la solvabilité de l'ensemble du groupe et ainsi avoir elle-même des implications systémiques.

Experience acquired by the European political parties and their affiliated European political foundations in applying Regulation (EC) No 2004/2003 of the European Parliament and of the Council (5), together with the European Parliament's resolution of 6 April 2011 on the application of Regulation (EC) No 2004/2003 (6), show the need to improve the legal and financial framework for European political parties and their affiliated European political foundations so as to enable them to become more visible and effective actors in the multi-level political system of the Union.

2. A European political foundation which is affiliated with a European political party eligible to apply for funding under paragraph 1, which is registered in accordance with the conditions and procedures laid down in this Regulation, and which is not in one of the situations of exclusion referred to in Article 106(1) of the Financial Regulation may apply for funding from the general budget of the European Union, in accordance with the terms and conditions published by the Authorising Officer of the European Parliament in a call for proposals.
2. Une fondation politique européenne qui est affiliée à un parti politique européen remplissant les conditions pour présenter une demande de financement en application du paragraphe 1, qui est enregistrée dans le respect des conditions et des procédures fixées dans le présent règlement et qui ne se trouve pas dans une des situations d'exclusion visées à l'article 106, paragraphe 1, du règlement financier peut soumettre une demande de financement par le budget général de l'Union européenne, conformément aux modalités et aux conditions publiées par l'ordonnateur du Parlement européen dans un appel à propositions.

Referring to the concerns expressed by the citizens' initiative that water supply and management of water resources should not be subject to ‘internal market rules’ and that water services be excluded from liberalization, the Commission confirms that public procurement legislation does not apply when local authorities decide to provide the services themselves, through a joint venture or through an affiliated undertaking[14].

It is thus appropriate to require that these general conditions, criteria and formalities should be applied in an objective, transparent and non-discriminatory way and should be known in advance, based primarily on medical considerations, and that they should not impose any additional burden on patients seeking healthcare in another Member State in comparison with patients being treated in their Member State of affiliation, and that decisions should be made as quickly as possible. This should be without prejudice to the rights of the Member States to lay down criteria or conditions for prior authorisation in the case of patients seeking healthcare in their Member State of affiliation.
Il convient dès lors d’exiger que ces conditions générales, ces critères et ces formalités soient appliqués de manière objective, transparente et non discriminatoire, qu’ils soient connus au préalable, qu’ils se fondent essentiellement sur des considérations médicales et qu’ils n’imposent aucune charge supplémentaire aux patients désireux de se faire soigner dans un autre État membre par rapport aux patients soignés dans leur État membre d’affiliation, et que les décisions soient prises le plus rapidement possible, sans préjudice des droits des États membres de fixer des critères ou des conditions d’autorisation préalable applicables aux patients désireux de se faire soigner dans leur État membre d’affiliation.
