In order to ensure that, when executing contracts, economic operators comply with the applicable environmental, social and labour law obligations established by Union law, national legislation, collective agreements or the applicable international social and environmental conventions listed in Annex X to Directive 2014/24/EU, such obligations should be part of the minimum requirements defined by the contracting authority and should be integrated in the contracts signed by the contracting authority.

Invites the Member States and the relevant authorities to simplify the process of applying for social housing and to make the allocation of homes more fair, transparent and impartial, according to the specific social, economic and cultural circumstances of each Member State, with a view to eliminating discrimination and to preventing any ‘avoidance effect’ for particularly vulnerable groups, a phenomenon which has the effect of aggravating residential spatial segregation and creating ghettos; draws attention, in this regard, to the pertinence of arrangements employed in some Member States, such as a list of legally defined, precise and transparent allocation criteria to encourage a social mix, anonymised applications for social housing, the advertising of vacant properties, the introduction of rating systems for housing applications, clear separation between the bodies which determine the criteria and those which allocate housing, and appropriate governance arrangements for the allocation of housing in order to promote broad based social mixing;
54. invite les États membres et les autorités responsables à simplifier les demandes de logements sociaux et à améliorer l'équité, la transparence et l'impartialité dans l'attribution des logements, compte tenu de leur réalité économique, sociale et culturelle, en vue d'enrayer toute discrimination et tout phénomène d'évitement des populations les plus vulnérables qui conduisent à renforcer la ségrégation spatiale et à créer des ghettos; souligne à ce titre la pertinence des dispositifs en vigueur dans certains États membres comme une liste de critères d'attribution légaux, précis et transparents favorisant la mixité sociale, l'anonymisation des demandes de logement social, la publicité des logements vacants, l'instauration de systèmes de cotation des dossiers de demandes, la séparation des instances contrôlant les critères et procédant à l'attribution des logements, et une gouvernance appropriée dans l'attribution en vue de favoriser la mixité sociale à large échelle;

Considers that, in order to achieve an internal market in transport and to increase legal certainty for drivers and hauliers, the interpretation of the application of social legislation should be harmonised; with this in mind calls on the Commission, in cooperation with Corte, Tispol and Euro Contrôle Route, to submit proposals seeking to put an end to the discriminatory application of social legislation in road transport; highlights in this connection the need for a common, article-by-article interpretation of the application of Regulation (EC) No 561/2006 and Regulation (EEC) No 3821/85;
17. estime que, pour réaliser le marché intérieur des transports et renforcer la sécurité juridique des chauffeurs et des entrepreneurs, il y a lieu d'harmoniser l'interprétation et la mise en œuvre de la législation sociale; dans ce contexte, invite la Commission à présenter, en collaboration avec Corte, Tispol et Euro Contrôle Route, des propositions visant à mettre un terme à l'application discriminatoire de la législation sociale dans le secteur des transports routiers; insiste à cet égard sur la nécessité d'une interprétation commune, article par article, de la mise en œuvre du règlement (CE) n° 561/2006 et du règlement (CEE) n° 3821/85;
