IN-CONTEXT TRANSLATIONS

50. Decides, together with pilot projects and preparatory actions, to exhaust the margin of EUR 261,3 million left by the DB below the ceiling for Heading 4 in commitments and not to go any further at this stage; increases also payment appropriations by EUR 132,5 million; looks forward to a fruitful conciliation on the basis of these amendments, also taking the Letter of Amendment 2/2016 into account; stresses, however, that this ceiling might be insufficient given that it has been set well before major developments in Ukraine, Syria, Tunisia and more generally throughout the neighbouring countries, the Middle East and Africa; calls, therefore, for a full use of the potential of the Emergency Aid Reserve and remains open to any further mobilisation of the flexibility provisions foreseen in the MFF for addressing the external dimension of the migration and refugee crisis;
50. décide, parallèlement aux projets pilotes et aux actions préparatoires, d'épuiser, sous la forme de crédits d'engagement, la marge de 261,3 millions d'EUR laissée sous le plafond de la rubrique 4 dans le projet de budget et de ne pas aller au-delà à ce stade; augmente également les crédits de paiement de 132,5 millions d'EUR; espère une conciliation fructueuse sur la base de ces amendements tout en tenant compte de la lettre rectificative n° 2/2016; souligne toutefois que ce plafond peut s'avérer insuffisant dans la mesure où il a été fixé bien avant les évènements importants qui se sont produits en Ukraine, en Syrie, en Tunisie et plus généralement dans l'ensemble des pays du voisinage, au Moyen-Orient et en Afrique; demande, dans ces conditions, d'exploiter pleinement les possibilités de la réserve d'aide d'urgence et reste ouvert à une nouvelle mise en œuvre des instruments de flexibilité prévus dans le CFP pour gérer la dimension extérieure de la crise migratoire et des réfugiés;

Underlines, however, that those amendments should be considered alongside the Commission’s Letter of Amendment 2/2016, which is expected to include, in addition to the second relocation package, the additional measures set out in the Commission communication of 23 September 2015; regrets that Parliament and the Council do not have more time to examine the suitability of this Letter of amendment, but understands the need for an immediate response and the considerable time pressure; stresses that the Parliament fully endorses these new measures and intends to defend their financing through fresh appropriations even to a higher extent than the level proposed in its own position on the 2016 budget;
5. souligne toutefois que ces amendements doivent être examinés avec la lettre rectificative n° 2/2016 de la Commission, qui devrait comprendre, outre le deuxième dispositif de mise en œuvre sur la relocalisation, les mesures supplémentaires figurant dans la communication de la Commission du 23 septembre 2015; regrette que le Parlement et le Conseil ne disposent pas de plus de temps pour examiner l'adéquation de cette lettre rectificative, mais comprend que le temps presse et qu'une réponse immédiate est indispensable; souligne que le Parlement approuve totalement ces nouvelles mesures et qu'il compte défendre leur financement au moyen de nouveaux crédits d'un montant supérieur à celui qu'il a proposé dans sa propre position sur le budget 2016;

35. Welcomes the Commission communication of 23 September 2015 and the corresponding measures reflected in the Letter of Amendment 2/2016, notably EUR 600 million of additional emergency funding for the most affected Member States; is satisfied that the Commission is taking leadership in that area and, in doing so, confirms the approach taken by Parliament in its reading; stands ready to consider further reinforcements in the course of the conciliation;
35. salue la communication de la Commission du 23 septembre 2015 et les mesures correspondantes qui figurent dans la lettre rectificative n° 2/2016, notamment 600 millions d'EUR de financement supplémentaire d'urgence à l'intention des États membres les plus touchés; salue le fait que la Commission prenne l'initiative dans ce domaine et, ce faisant, confirme la direction prise par le Parlement lors de sa lecture du budget; se dit prêt à envisager de nouveaux renforcements au cours de la procédure de conciliation;

6. Decides to also take action with regard to the ongoing crisis affecting European farmers, notably in the dairy sector, and to already integrate in its position on the 2016 budget the EUR 500 million support emergency measures announced by the Commission; trusts that the Commission's Letter of Amendment 2/2016 will allow the exact budget lines that will be reinforced in this context to be determined; welcomes the decision by the Commission to carry over unused appropriations of the crisis reserve from the 2015 budget to the 2016 budget and notes that these unspent funds will be used for reimbursements to the beneficiaries of direct payments as provided for in Regulation (EU) No 1306/2013;
6. décide également d'agir face à la crise actuelle qui frappe les agriculteurs européens, notamment dans le secteur laitier, et d'intégrer d'ores et déjà dans sa position sur le budget 2016 les 500 millions d'EUR d'aide d'urgence annoncés par la Commission; est convaincu que la lettre rectificative n° 2/2016 de la Commission permettra de déterminer les postes budgétaires précis qui seront renforcés dans ce contexte; salue la décision de la Commission de reporter les crédits non utilisés de la réserve pour les crises du budget 2015 au budget 2016 et note que les crédits non utilisés serviront au remboursement de paiements directs aux bénéficiaires, conformément au règlement (UE) n° 1306/2013;
