N. whereas in September 2012 the Ali Enterprises factory in Karachi, which produces jeans for the European market, was devastated by a fire, resulting in the death of 286 trapped workers; whereas the integration of Pakistan into the GSP+ scheme could boost production in the textile sector and make the improvement of labour rights and production conditions ever more important;

D. whereas just weeks earlier, on 11 September 2012, over 300 people were killed and some 250 injured in Pakistan, reportedly including many minors, when the textile factory Ali Enterprises in Karachi, which produced jeans for the German discounter KiK, and a shoemaking factory in Lahore caught fire, equally considered the most deadly and worst ever industrial factory fire in Pakistan;

F. whereas according to reports by the Pakistani Textile Workers Union (NTUF), Ali Enterprises had passed an internationally recognised safety test just weeks prior to the disaster and whereas Tazreen Fashions had received production orders despite the fact that inspections by a Walmart-linked company and by the European Business Social Compliance Initiative had found serious safety violations;
F. considérant que, selon des rapports du syndicat pakistanais du textile (NTUF), Ali Enterprises avait subi, avec succès, une évaluation internationalement reconnue de son dispositif de sécurité quelques semaines à peine avant l'incendie et que Tazreen Fashions avait reçu des commandes en dépit du fait que des inspections effectuées par une entreprise associée à Walmart et par l'initiative européenne "Business Social Compliance Initiative" avaient révélé de graves manquements à la sécurité;
